Preflight check. It seems the whole world is gearing up for a fight (other than us and Hannibal). That's just fine, as we need to be concentrating on getting all our new holdings online. Some great warmongering was done, so now we just need to consolidate. Hence this will very likely be boring turns.
Khan is still around but has pathetic power ratings. His only remaining cities are Turfan and Old Sarai. We'll try and dispose of those and replant our own, although the defensive bonuses are ugly.

Washington is almost done a Missionary. It will be done even if I stop working the mines and get to the riverside farms (which are superior in the Golden Age). We want to get Washington roaring with Caste System, so it'll be necessary to bulk out its population.
NY is on growth mode (if you can call it that), pushing out a grocer, which is necessary to fix its health. I dump the Tao Pagoda and the Bank from the queue, as I prefer to MM this stuff myself as it comes in.
Boston has excess food, and doesn't need to grow as we can't get more production out of it, so I stagnant it for a priest.
Philly done a Grocer next turn. We can then unstagnant it. I MM it to work the plains cottage instead of the mine for additional economic output. Does not affect the grocer.
Atlanta is now completely food neutral. We dialed a Treb, but need infra in this city, so switching to a harbor.
Bentley Manor still has a 10 food surplus, thankfully a settler is eating it right now. I hire 3 merchants off the farms (since the GA does NOTHING for food), in an attempt to get a GP out in this town that is not a scientist.
Chicago is working on a Bank... and I guess this is for Oxford? I'm going to slip a harbor in front, as we are running up against health caps soonish.
Rearrange some of Seattle's tiles to get the most out of Golden Age hammers (food only tiles do nothing for us). Cuts a turn off the market there.
San Fran has a priest and a spy hired for some unknown reason. We will never pop a GP here, so no point. Meanwhile we have the 2 incense tiles making nice raw commerce. lol, working those tiles doubles San Fran's commerce output, good to go! Also halting growth here again to take advantage of the golden age hammers.
Cut down LA's courthouse by a bit by working the workshop.
Houston has a random spy hired; get rid of it. Anger from whip also gone next turn, so setting it to grow.
Nice spot is fine the way it is. It just needs to grow rapidly to work all the cottages.
Brrown Dot is costing way too much, so firing the engineer and working the mine and workshop to get the courthouse in faster.
Portland is growing too fast for the happy cap, so going to take this opportunity to grow cottages.
St. Louis is stagnant because it hired an artist automatically. Meh, will pop borders next turn, so letting it go for this one turn. Artist getting back to work after that. Also, we do not need walls here. Khan is gassed and the defenses are fine. Dial for some basics like a Granary.
Miami also has an artist going. Again, will check back next turn...
Braga still in revolt for 5 turns, so check back way later... No idea what the Tao temple first is for... I dial a forge, will check back later to see if courts are a better idea.

Well, it's been 5 turns, so Revolting to Mercantilism. So yeah, running around hiring the right specs. Mostly, I go with priests, as with Angkor + Sistine + Rep, the generate "all of the above" except EPs, so a safe, flexible bet. However, in the border towns I hire artists, and towns with no temple have to settle for a merchant.
Boston is done the University, a grocer would be useful for health concerns.
