It's not paranoia when they're really out to get you! Remember people of the Sunshine Wastes! Wear you tin foil hat to protect against secret government mind control waves imbedded in the radio signals! Beware the battle cattle!
RADIO OF THE SOUTH RETURNS. The Radio of South has begun broadcasting once more, providing a somewhat comedic entertainment channel to the people of the Sunshine Wasteland. The channel has also begun broadcasting more news and information about the New Gulf Commonwealth, a prospering faction in the middle of the peninsula. On top of this, they have provided advice on how to create and play different types of boards and card games for people seeking entertainment. Many have breathed a sigh of relief that such an entertainment channel now exists for the appeasement of the masses. No explanation has been given for the brief disruption of the broadcasts, though many have inferred that it was likely due to needed maintenance and repair.
YAWN DISEASE DISAPPEARS. A number of communities have reportedly been suffering from what the Sunshine League Radio once called Yawn Disease. Though a barely understood ailment, it has been afflicting towns and outposts throughout Central Florida, leaving chaos in its wake. It is believed that the Lake Okeechobee towns, once thriving farming communities, vanished as a result of this plague, and the Saint Vikings and others have suffered extensively because of it. Therefore it is a mystery to many why the disease just suddenly stopped and all symptoms in the afflicted have disappeared. The notorious nightmares and sleepwalking has come completely to a halt, and many rejoice that this particular blight is no longer a horror of the wasteland. The more insightful, however, are wondering exactly what made this stop, when none of mans vaccines and efforts could.
Faction Reports
The Citadel
Spoiler:
The Citadel has been fairly subdued in activity after the recent subjugation of Holy Wood. The new settlement has eased into the new order, as the slaves and workers within have been active in the salvage of local area materials and scrap. The scrap parts found have been fairly decent in size, and work teams have made the effort to strip or disassemble any old buildings that would be more valuable in pieces. Little else has taken place, as it seems that the Citadel is well off the beaten path of most raiders and nomads.

Commanders Challenge: Weve begun to receive a number of would-be immigrants at the gates of Holy Wood. How do we process or allow any would-be immigrants to our society?
The Conch Thalassocracy of the Keys
Spoiler:
The Thalassocracy at last has found a benefit to their continuing tribute to the Tubarões raiders. A smaller band of raiders from the mainland had attempted to assault the town, but were intercepted and destroyed by the Tubarões ships. The battle was seen off the coast of the island, and as far as observers could report, there were no survivors among the attacking vessels, though admittedly, the only word that these were attackers and not something else, comes from the Tubarões themselves. Shortly after this battle off the coast, an expedition was dispatched to the ruins of Naples, hoping to salvage local supplies and scrap. They were greeted suspiciously by a vault dweller outpost there, who confronted them, claiming that the towns potential salvage was theirs. Regardless of these claims and objections from the locals, the salvage operation continued and came home with a moderate amount of scrap parts.

The Tubarões themselves are nowhere to be found and seem to be willing to let us fight it out as long as we dont betray them. How do we respond to this ultimatum?
Kingdom of the Bay
Spoiler:
The dwellers of Vault 71 have established a new identity for themselves, proclaiming the Kingdom of the Bay. The new King has sought to expand the production and security of his people, ordering the construction of a large number of farming tools and equipment, along with the creation of new water pumps and purifiers. These have been accompanied by a ring of fortifications, supplementing those that had been left in place around the former military base before the Great War. The Baysiders have also begun to explore the area around them, sending out two scouting expeditions. The first went west to the old I-95 and the town of Kingsland. The route to I-95 was safe enough, but Kingsland was found to be inhabited by ghouls and other foul creatures of the wasteland. Several party members were lost to these beasts, but the expedition managed to escape without further incident. A canoe was also sent to circumnavigate Cumberland Island, and found unusually high radiation readings throughout the area. Most of the island was badly flooded marshland, and highly populated by mirelurks, who were only kept at bay by small arms fire. The expedition reported these findings, and the lack of any other evidence of human settlement or life at this point.

Some of these people may have hostile intent, while others are simply looking for a safe place to live. How do we handle those seeking to immigrate to our new home?
Maritime Collective
Spoiler:
The Maritime Collective has faced both tragedy and triumph. The year began with a disastrous fire that razed the marketplace and led to numerous deaths among the population, sending traders scurrying away to wherever they came from. To make matters worse, an expedition sent out to the town of Pace and the associated Spencer Outlying Airfield encountered a large band of slave-holding raiders. The expedition was viciously attacked, and barely managed to defend itself, suffering heavy losses. The raiders apparently call themselves the Fortunate Sons, and seem eager to acquire more slaves, as their scouts have been spotted rapidly spreading through the Pensacola area.
A larger expedition was deployed to the Pensacola Naval Air Station, despite the unfortunate results of previous expeditions to the base. The bases defenses were still online when the Collectives force arrived, and they had to once more fight their way in. Despite suffering severe losses, they managed to deactivate the bases defenses this time, allowing them to more thoroughly search the station. To their great satisfaction, they managed to find an intact garage on base containing a selection of armored infantry fighting vehicles. Thanks to handy training graphics and material present they were able to salvage these powerful craft and maneuver them back home with some difficulty. This was all made possible by the discovery of tanks full of the astonishingly rare fossil fuels that some pre-war commandant had been stockpiling outside of the base. The vehicles and their cannons will run for as long as the fuel will last, and have been seen to be relatively simple to operate.

Mayors Challenge: The new IFVs are indeed powerful weapons, but some of our leaders are concerned that they will one day be rendered useless by a lack of fuel. They have argued that the IFVs should be broken down for scrap and tech parts, and could indubitably provide a large stockpile of both. The fuel, similarly could be held until most valuable for trade or use of more useful devices. Should we dismantle our newfound IFVs?
Monastic Brotherhood of Poor-Fellows and Crusader Knights
Spoiler:
The Brotherhood, having completed its expedition to Tampa, has announced that the so-called Army of Minorne is not of divine nature, but rather are demons in humanish form. This goes directly against the word of the prophet who had travelled there, and he and his followers resisted the dogma against them. They rallied together the few faithful who supported the prophet and barricaded themselves in a remote section of the bunker at Oscargrad. Eventually they were forced out by the knights sent to apprehend them, and a small fight broke out. The few survivors of the worshipers of Minorne were imprisoned at the Citadel, while the prophet himself was slain fighting along with his most ardent backers.
Ocala appealed to the Brotherhood for aid, and the Grandmaster approved a gift of water to be distributed from the Church there. This has both aided the people of Ocala, while helped bring more people into the bosom of the true God in the process, helping build up ties that have been strained since the conflict with the Vanguards. Shortly after delivering the water, an expedition went north to the town of Reddick to salvage anything that could be found in the ruins there. They found the town to be infested with giant mosquitos like those that inhabit Citra, and a few men were lost to these beasts. Still, the salvage effort went ahead regardless, and even a loose tech part was found in the process. More scrap was recovered from the town of Fort McCoy, which remains empty beyond a few easily dispatched radroaches. All the combined scrap was returned with no difficulties to the Citadel.

They have asked for the Brotherhood to take over full management of Ocala, providing knights and weapons to help protect the town from raiders. Unfortunately, not the whole town council is in favor of this move, and attempting to annex the town could lead to infighting. Should we intervene and assume direct control of Ocala?
New Age Corporation
Spoiler:
The New Age Corporation undertook its largest trading project to date, exchanging a decent amount of tech parts to the Fellowship of the Palm further south. The Fellowship offered a large amount of basic swords and scrap in exchange for the tech, helping develop their own water production facilities. The trade has done much to build goodwill between the factions, which have mostly left each other alone throughout the years. The Corporation was further bolstered by an expedition sent west, having to cross over the St. Johns at the only intact bridge down by Palatka, and hoping to find a good deal of salvage. Using their brute weight and robots, the expedition managed to retrieve a sizable amount of salvage from both Green Cove Springs and Middleburg, which appeared empty of any significant life. The scrap was quickly returned home without any issue, helping build up the factions depleted stocks.

CEOs Challenge: Recently an arms trader has been coming up from the south by a small boat into Saint Augustine harbor to trade at our market. His boat is a marvel that we cannot currently match, and would allow us to travel far greater speeds and distances than any home crafted canoe. Some of our leaders are advocating seizing the vessel when he comes in to trade, but others are concerned that such an action may diminish long-term trading revenues and potential. How do we respond to this debate?
New Gulf Commonwealth
Spoiler:
The New Gulf Commonwealth reactivated its radio at last to widespread acclaim and thanks. They have reintroduced programming to the wastes providing vital entertainment to people who would otherwise have nothing to do. Two major salvage expeditions were deployed to end the year, one from Fort Apopka to salvage items from the surrounding area. Despite the large number of ghouls, this expedition had very few problems and managed to retrieve a respectable amount of scrap without major incident. A secondary expedition was sent to Ocoee from Leesburg, travelling along the old Turnpike. Upon reaching Ocoee, they were surprised to find a friendly settlement in the area, using an old police station as the fortified center of their compound and community. They welcomed the Commonwealths forces, being aware of the factions existence and friendliness from years of radio broadcasting. They even assisted in collection of local area scrap for the expedition, adding to the amount the expedition was able to return home.

Governors Challenge: There has been an outbreak of disease in Leesburg! A large number of people have come down with coughing fits and fevers. There is substantial concern about the community affecting the rest of the Commonwealth, and people have called for the town to be quarantined until the disease has passed. Others claim that the disease is not as serious as its made out to be and that a quarantine would prevent Leesburg from adding its produced food and water stocks to the Commonwealths main stockpiles, in addition to blocking immigrants from the Commonwealths main destination for them. How do we respond to this crisis?
Saint Vikings
Spoiler:
After the tragedy of the massacre earlier in the year, the Saint Vikings have done their best to recover from that catastrophe. The main culprits behind the rioting were imprisoned and it is hoped that time in jail will reduce their ability to cause trouble. Thankfully, the crisis seems to have subdued as the Yawn Disease stopped as suddenly as it had begun. All of those who had been suffering symptoms in Hangarville and survived the massacre are no longer displaying symptoms of any kind. Tests run on all of those who were afflicted show no sign of any ailment or disease, though there have been unidentifiable anomalies in those who had been afflicted longest. Still, all seem to have been recovered from this outbreak, bringing at least some calm back to the communities.
Unfortunately, the calm was short lived. In late July, an unholy screeching was heard echoing from Tampa, and carried all the way to the vaults door, lasting for almost half a day. This encouraged the development of an expedition to the Tampa area, hoping to find the source of the screech and to learn more about the Calusa. The expedition brought with them a shortwave radio to report their progress back to the vault, and thus were able to describe their own destruction in detail. Shortly after reaching the Tampa area, the Warriors of Minorne attacked viciously, sometimes without any weapons, and just using their strength to rip people apart. The expedition attempted to retreat, but were pursued relentlessly, as they were systematically slaughtered by the Minorne. Numerous radio broadcasts came from the expedition, allowing the vault leaders to hear everything that happened, but being only able to helplessly listen.

Some players have begun using chems to enhance their performances, such as using Jet to help them gain speed while rounding bases. A number of fans find chem use uncouth and unsporting, and claim it should stop. How do we respond to this debate?
Sunshine Kingdom
Spoiler:
The Sunshine Kingdom continues to struggle with food shortages, while they desperately attempt to gain enough scrap to survive as a faction. There was a risk as the automated defenses of the Kingdom were put to the test for the first time. The vicious Death Rays attacked the perimeter of Fort Cocoa, and the newly online automated defenses made short work of the attackers, and many residents barely even noticed a battle taking place. Salvaging efforts around the main towns of the Kingdom have been put into full swing, and for the most part these efforts have had decent success. The main effort of the Kingdom has been put behind an expedition to Sebring, the alleged source of the infectious transmissions over the radio. A substantial force was sent down south, travelling over land through the marshes to avoid any significant conflict and fending off mirelurks in the process. They passed through the sunken ruin of Yeehaw Junction and eventually had difficulty finding a crossing south of Lake Kissimmee, until they reached the old road 98. Travelling up this road, they reached Sebring, and were frankly astonished at what they found. Within the ruins were thousands of skeletons of what appeared to be giant squirrels. According to the doctors with the expedition there were no signs of any trauma or attack upon the creatures, and that as far as they could tell, all the beasts died simultaneously. Beyond this odd feature, there appeared to be nothing unusual about Sebring, in fact, the whole town seemed completely empty. A few spots for potential salvage were noted, but no radio towers or any other possible source could be found. The expedition stayed after their thorough search, though late in the year they radioed back stating that unusual sounds were being heard from the south towards a collection of lakes.

If not for a merchant who provided us with supplies this year (for a hefty fee from local people), we would have suffered some losses from starvation. Also, production from Edge and Mims are far below what is expected due to the increasingly apparent weakness of local soil. Christmas is wealthy and possesses a vast amount of surplus food production. A number of warhawks, predominantly from Nasacity and Fort Cocoa have begun advocating an assault upon Christmas to seize food and perhaps annex the town into the kingdom. Others have advised that trade be conducted instead, as such a move could alienate potential future communities that may want to join. How do we respond to the food crisis?
Survivalist Union
Spoiler:
The Survivalist Union had a brief outbreak of the notorious Yawn Disease in July and August, but as abruptly as it began, it came to an end. It gave some strength to the cult growing within, leading to a rising amount of unrest as the Union sought to prevent human sacrifice. Unfortunately, they were unable to stop the sacrifice of a small child, and with the end of Yawn Disease, many believe that the cults efforts were successful. This has led to a surge in strength for the cult, even as the leading prophet remains imprisoned by the Headwoman to prevent any further sacrifices. Due to the internal concerns, not much has been done outside of the community, beyond minor local salvaging throughout the area. Immigration restrictions led to the emergence of a new neighboring community called Indians Hideout to the northwest. As a large number of migrants had come to the area, these had sought to join the Union but were rejected. They have since settled down on an old college campus, giving them a starting point, but with little food or water, and no weapons of any significance.

They demand the release of their prophet, but there are concerns that this could spur an attempted mutiny. While most of their weapons were seized, it is almost definite that they still have more or could access some more. Others still cry out for the execution of the prophet due to the murder of an innocent child. How do we respond to this crisis?
Vault 37
Spoiler:
Vault 37 has had a quiet conclusion to the year, though it was briefly interrupted by a crazy man who attempted to steal some of the vaults mini-nukes. He was imprisoned and then exiled from the vault, though apparently one impressionable blonde girl from the vault went with him. They have not been heard from again. The main vault activities remained salvage of the St. Cloud area, and this has continued nonstop. Numerous old suburbs, malls, and other facilities continue to be disassembled, though easy salvage has long since stopped. Still, every once in a while, hidden treasures continue to be found, and theres a long way to go before the whole area is tapped dry of potential usable materials.

With no one else to look after them, they have begun to form often opposed groups of thugs, and while they have not actually committed any serious crimes to date, they are concerning to other members of the vault. Others claim that the gangs should be illegalized to prevent violence or crime from escalating. Representatives of the gangs themselves claim that they are nothing more than innocent social clubs for people who have nowhere else to go. How do we respond to this debate?
Vault 40
Spoiler:
Vault 40 managed to maintain a fairly uneventful conclusion to the year. A scouting expedition was sent to find a safe route to the ruins of Sarasota, and this proved to go off without a hitch. Aware of mirelurk dens in Port Charlotte and North Port, they bypassed these territories by travelling overland and away from any pre-war roads. Though the marshy terrain slowed the travel time, it proved safer beyond a number of alligators and other hazards that fortunately didnt lead to any lives lost. Arriving in Sarasota, they found the town empty, but salvaged a few items to scrap to provide greater value to the journey. They returned with as little incident as they had during the trip north, avoiding conflict with great skill and agility.
On the home front, an unusual eight-foot-tall specimen of a person showed up outside of Caloosahatchee preaching about a character known as Minorne, claiming that she could lead the people of Vault 40 to paradise. Finding the being menacing and not altogether human, the vault dwellers ambushed and slit the throat of the creature, with some difficulty. Before it died, it badly injured three people, thankfully without killing anyone. The remains were returned to Vault 40 for survey and analysis, and testing simply showed a human corpse of proportionately great size. However, an unusual incident occurred when an unusual virus was detected in the blood, which was recognized by the Vault-Tec computer systems. Unfortunately, the Vault-Tec system automatically classified the discovery, and the vaults best technicians were unable to pry the data from the computers. The remains were destroyed, but many are concerned about the implications of the Vault being able to classify information even to the Overseer.

Overseers Challenge: Mirelurks have begun migrating into the Naples area, and local settlers are divided on how to deal with them. Some advocate a full scale strike to wipe them out, while others suggest that a bounty could be placed upon them. While a full scale strike by our security personnel would doubtlessly be more immediately effective, we could avoid expending our own lives and munitions by placing a bounty using food or water supplies. Others even suggest that the mirelurks may be no trouble at all, and so far they have avoided any conflict with scavengers and travellers. How do we respond to this potential issue?

@poketwo: You do not need to locate other towns before you go and salvage. It is reasonable to assume that your faction is aware of extant pre-war ruins and town locations based on maps that would already be in your possession. Just so you know, for future salvage efforts.
@thomas.berubeg: Unfortunately, the order revision came too late to be implemented. It happens. Thankfully, no one has died yet!
Test subjects 1, 2, 3, 7, and 8 all expired after receiving the first dose of FEV. Nothing was salvageable, though at least the computer assigned to each subject remains intact for other program usage. They have been put in storage for the time being, while the subject’s remains have been incinerated. Unfortunately, the other subjects did not fare as well.
Subjects 4a, 4b, 5, 6, 9, and 10 all were successfully reduced to malleable biomass by the modified FEV. The problems came when we began to attempt fusion with the computers, a delicate process to begin with, made more volatile by the subjects being reduced to pure biomatter. Subjects 4a and 4b were individually reduced, and the biomass was combined, allowing for a single fusion with the assigned computer. Based on the readings the test equipment gave, the conflicting personalities of the two subjects caused a fatal meltdown and the destruction of both subjects and the computer, a total loss. Subject 6 died after the reduction took place, but before it could be fused with the assigned computer. Subjects 5, 9, and 10 were all successfully bonded with their assigned computers! Unfortunately, Dr. Taylor states that 9 and 10 are outside the acceptable bounds of psychologically deviancy, and thus cannot be trusted to obey orders when deploying the weapon.
Subject 5 continues to hold promise, both for the experiment and me. If she fails to meet expectations, it could easily mean the death of the program, and possibly my own execution. Thankfully, Taylor has confirmed that she has managed to retain an acceptable degree of sanity following the FEV usage and biomass reduction. In fact, she managed to regain basic verbal skills far quicker than subjects 9 and 10, allowing us to begin communication training. Over the next month the technicians will begin working on connecting her to the Offensive Radio Network, while an escalating degree of psychedelic drugs are injected into the remaining biomass, allowing a reprogramming of both organic and synthetic components of Subject 5.
Greetings!

Really Cultists? A large portion of the community opposes your sacrifices, and yet we ALL benefit from your actions? If what you say is true, then shouldn't the True Believers be safe from the ailments, while those of use who do things like imprison your prophet still suffer?
It is obvious that the cause of the ailments was old Tech affecting the radios. We'll have to investigate what to do with them now.
Our food situation is becoming critical. If not for a merchant who provided us with supplies this year (for a hefty fee from local people), we would have suffered some losses from starvation. Queen’s solution
Spoiler:
It is not the policy of the kingdom to attempt to conquer and forcibly destroy those who have acted in nothing but a friendly matter. We will of course attempt to peacefully annex christmas, for now, we will simply trade with them.
Orders:
Spoiler:
We will work this turn to limit our food problems. As such, we will temporarily return to our old immigration policy, at least until we have a food surplus again.
Additionally, we will increase our food production in all settlements that we can: As such, we will need to construct three (3) farming equipments, one in mims, one in edge, and one in Nasacity. This will cost us 300 Scrap and 6 Tech parts.
Additionally, we are in a water deficit. The town of Edge will construct a Water pump and purifying station for 200 scrap and 6 Tech parts.
If we are still at a risk of starvation, trade with Christmas tech for food.
Build one Mr. Handy to assist in salvage operations around Edge.
Additionally, we will look towards our expansion, again, to gain more farming fields. Send an 50 person expedition, with 5 power armor, 5 mr. gutsies, and enough firepower to arm everyone to wedgefield, to Bithlo, to chuluota, and again to the central florida research park, attempting to determine which, if any of them, are suitable settlement areas. They are, of course, to gather scrap and interesting tech, if they find any.
Continue to scavenge the cities around edge and Fort Cocoa. We need to gather quite a bit of scrap.
Recall the Sebring expedition very early on. They are to leave a few well camofouged scouts who are to attempt to determine what’s going on in those lakes, but the vast majority of the expedition is to march back home. They are to stop at the Death Rays camp and offer them annexation. Hopefully the show of military might (Power armor, lasers, Mr.Gutsies, etc) will intimidate them into joinging. If they are rebuffed, however, the Death Rays are to be destroyed, and their resources seized. During the fight, however, offers of surrender are to be accepted.
If an enemy attacks Christmas or Daytona State, send small, heavily armed (lasers, plasma, gutsies, whatever necessary to tip the fight in our favor, etc.) armies to their relief. This army is to assist with reconstruction efforts after any attack, as well.
For now 2 of the IFVs will be left alone for later usages while two of them will be turn to scrape and another will be trade to the Hurlberg for ammo.
