WILDFIRES SCORCH CENTRAL FLORIDA AS TOWNS BURN. Originating somewhere near the former community of Christmas, a massive firestorm engulfed the center of the Floridian Peninsula this October. A few survivors of the initial blaze claim to have heard or witnessed explosions within the town of Christmas itself. The explosions engulfed most of the town quickly as the population slept and hundreds were likely killed in the first hours. When the ammunition dump was reached, the ensuing explosion soon set the nearby forest ablaze. The fires spread through the brush rapidly, and over the next week threatened the town of Chuluota which evacuated to unknown destinations. The few survivors of Christmas and the surrounding farmsteads have dispersed into the wastes, some joining the Edgewood Militia, and others migrating to town within the Sunshine Kingdom, as one of the most prosperous towns in the Sunshine Wasteland was destroyed overnight. Initial Salvagers report that most of the region remains charred and very little exists of value from the devastation the fires caused to the town.
FORMER MILITARY BASE DEFENSES REINFORCED. Throughout the Sunshine Wasteland communities and wanderers have been afflicted by a large number of robots emerging at former military bases throughout the region. Hundreds of robots have erupted from apparently nowhere into the bases, firing upon any movement or people within. Some communities have been completely wiped out, if they were unfortunate enough to be situated upon an old base. Others have badly mauled various expeditions or wandering nomads, and many wonder what the cause of this uprising could be. The robots have appeared to undertake normal patrols of the areas where they attacked, and do not acknowledge anyone outside of the former base boundaries. Surprisingly, some at old base entrances have actually communicated with people stating anti-communist rhetoric and stating the following: “A State of Emergency has been declared, all bases are off limits to civilian personnel.”
CONFUSING RADIO BROADCASTS BEGIN. A new series of radio broadcasts have begun emanating throughout the wastelands. On the surface, they seem approximately similar to other stations currently broadcasting in the Sunshine Wasteland, including music and news. However, instead of referring to the Sunshine Wasteland, they have called themselves Mojave Radio and claim to be broadcasting the reports of the Las Vegas area. No one really knows what the Mojave is or where Las Vegas may be, so people have wondered if radio broadcasts are being picked up from some foreign land. Others have pointed that the broadcasts reference places in Florida, and over time, the broadcasting became more normal. Still, it was a surreal event for many, but it has at last normalized, creating an amusing anecdote for the people of the wastes.
Faction Reports
The Citadel
Spoiler:
The Citadel has faced grievous losses as the year drew to a close. Two massive raider clans attacked the Holy Wood intent on enslaving or devouring all within and stealing their supplies. The first attack only inflicted minor losses, as the large amount of powerful weapons and power armor inflicted heavy casualties upon the attackers. Unfortunately, a shortage of ammunition and the poor state of the defenses around the town led to a much more devastating second attack. Though the heavy firepower helped defeat this larger band of raiders, losses were still higher, particularly toward the end of the battle as the advanced laser weapons of the Citadel’s forces began to run short. To compound these tragedies, an expedition sent to Beaufort nearly ran into disaster, as they discovered the Marine Corps Air Station there to be swarming with automated defenses such as turrets and robots. Without ammunition for laser weapons, the expedition was forced to use melee weapons, putting them at a distinct disadvantage. When almost half of the expedition was wiped out, the leader ordered a retreat. They managed to recover some scrap from the town of Sheldon, but overall the expedition was seen to be a bloody failure.

Commander’s Challenge: With the opening of a new market, we are the only name in the supply and transfer of goods in South Carolina. The Conch Thalassocracy of the Keys
Spoiler:
The Conch Thalassocracy has continued to relax with the defeat of the raiders who plagued them. Still, a debate arose concerning the fate of the slave trade and population still remaining on the island of Duck Key. The voting was preceded by heated debates and arguments, but when the smoke cleared, the pro-slavery lobby won out. Slavery was declared to be legal in all its forms without limitations or change. This has made some of the survivors of Big Pine Key upset, claiming fraud of some sort, but no evidence has been found that any fraud took place. They have settled in, and while there may be trouble on the horizon, for now it seems as though the abolitionists have regrouped to evaluate their strategy. Meanwhile, an expedition was sent to the ruins of the town of Sarasota on the mainland, seeking to begin salvage operations there. The salvage efforts were a strong success, bringing home both tech and scrap. Unfortunately the expedition base camp was attacked by raiders, but superior firepower and heavy weapons fire from the ships helped defeat the raiders without any casualties beyond a few wounded men.

High Doge-President’s Challenge: Our expedition to Sarasota found an enclosed vault, and after substantial efforts, we managed to pry it open and discover inside the remains of a single person and countless computers. While we salvaged a number of tech parts in the process, we recovered saved drives from the computers themselves, apparently intact. They contain apparent histories of the world, but different than our own histories, with titles such as “CaptoIugulum” or code names like “stJNES.” Should we sacrifice these old histories, obviously considered important enough by the pre-War world for preservation, for an extra tech part, or should we seek to add these to our island’s library for perusal and study?
Corporate Trade Federation
Spoiler:
The Corporate Trade Federation has at last embraced a change in leadership as a new leader has taken charge representing the Allied Trading Corporation, strong opponent of the New Age Corporation. The enigmatic new leader had spearheaded the creation of the competitive corporation, helping spur the reform that led to the creation of the Federation. He has been welcomed for now, but is a bit of an unknown to the average people of the community. With an impending water shortage and a shortfall still extant from an underperforming water pump, it’s uncertain what the future will be. Exacerbating matters, a raider attack on West Bridge was only barely driven off, thanks to the arrival of a new stockpile of small arms. The raiders were defeated, but remain at large somewhere in the Sunshine Wasteland.
Two major expedition were sent out into the waste, with the objective of securing more scrap and parts of technology to help develop and modernize the Federation. The first took a predominantly southern route, passing through Crescent City, where they were assaulted by giant ants and other wildlife. A few died, but firepower kept the rest of the expedition safe. The rest of the expedition began salvage efforts in Seville, where they found a strong colony of giant ants, that fought the expedition’s operations in an almost organized fashion. Still, a decent amount of scrap was recovered along with a stockpile of tech parts. The expedition had no further incidents avoiding conflict while salvaging in the Deland and Deltona area. They returned with a surprisingly large amount of tech parts, helping rebuild the stockpiles lost on other construction. With the success of this expedition, another was sent to the southeast, much smaller and compact. They did suffer some losses when ambushed in Bunnell, but otherwise avoided conflict. They were dismayed to find that Ormond Beach was fairly well emptied thanks to the apparent evidence of a battle in the area and a destroyed settlement or encampment. Daytona had more to offer, including a small amount of still functioning firearms.

CEO’s Challenge: Our new water pump in Saint Augustine is definitely pumping contaminated water. Some have suggested that we cease operations, despite the loss in spent resources it would represent. Others state that we should just keep pumping, after all, it’s only the weak among our population that would die. Unfortunately, if word got out that we were intentionally pumping contaminated water to the public, there could be political consequences, especially in this time of water shortage. How do we respond to this problem?
Hardy Reclamation Committee
Spoiler:
The Hardy Committee has begun developing its area with the first construction of some highly effective farming equipment. On the home front a discovered enclave of almost feral children were integrated into Hardy’s society, and it seems as though some are already well on their way to becoming functioning adults. Some English lessons were required, and they remain a tight-knit clique within the larger community, but it is hoped with time they will adapt to the larger society. To help bolster their stockpiles, two expeditions were dispatched to two possibly lucrative areas. The first one went to Hilton Head Island, and met with reasonable success, clearing out even more scrap from Bluffton on the way. In Hilton Head itself, they found the island to be empty of habitation by any significant life, and a good storage of tech parts in an old locker. They returned home without any incident. A slightly larger expedition was sent south to Savannah, to explore the ruins of the old city. They found it to be almost radiation free in a lot of parts, but an extremely large population of ghouls within. Considerable munitions were spent just skirting the limits of the city. A good deal of scrap was recovered, but the requirement of constant vigilance against ghoul attacks made it difficult to find any other substantial salvage.

Doctor’s Challenge:A killer stalks our streets! Three would-be immigrants have been found with their dead in the back alleys of our town. Based on what we’ve found, they’ve been bludgeoned to death with a hammer, and then cut apart with some sort of curved cutting instrument. The people are alarmed, and concerned that one of the feral children may be responsible. Alarmed people can turn rapidly into angry people, how do we respond to this issue?
Maritime Collective
Spoiler:
The Maritime Collective was beset by an error made by one of their salvagers. Monsters erupted from believed eggs that were collected, but some believe they may have actually been cocoons of some kind. Flying out came vicious and armored flying insectoid creatures with numerous claws and needles. They immediately entered the settlement en masse despite efforts to contain them. Many were killed in the ensuing chaos by the creatures before they could be contained. To make matters worse, it seems likely some of these flying creatures have since absconded to unknown nearby areas, probably to create new nests nearer Pensacola.
Meanwhile, after that particular disaster, an expedition of settlers were sent east to the ruins of Panama City, passing by Hurlberg in the process .They discovered Hurlberg to have been overrun and utterly destroyed, the entire place put to flames. Within heavily armed Sentry Bots now patrol, killing anyone who attempted to enter the old base and settlement there. A couple scouts were killed, but an exterior collection of weapons were recovered by the expedition. They have warned that any future attempt to enter the ruined settlement best be heavily armed to overcome the reactivated base defenses. The creation of New Panama inflicted further casualties on the expedition, as the heavy mirelurk population of the ruins were suppressed and exterminated. Despite the superior numbers of the mirelurks, the use of the IFV to simply run over any nests made the whole effort easier than it would have been otherwise. In the ruins of the old city, some scrap was recovered and put to use in construction, helping to build New Panama to much more productive heights.

Mayor’s Challenge:The establishment of a new settlement has led to a bit of dispute of power between the two towns under our control. Mayor Beckett is currently only listed as the Mayor of Pensacola, while a new person has become the leading authority in New Panama. He claims to be equal in rank to Beckett. Acknowledging this could lead to the separation of New Panama from the Collective if we do not undertake new reforms. Now that we have more than one settlement, how do we secure the position of an overall leadership?
Monastic Brotherhood of Poor-Fellows and Crusader Knights
Spoiler:
The Monastic Brotherhood has quietly completed the year, but with a few interesting developments. The faction has released its small slave population of imprisoned Vanguards to the Sunshine Kingdom. These few survivors of the old regime in the north have since been integrated into the kingdom’s larger society and grateful to have freed of their oppressors. The Brotherhood itself has felt that it will do well without them, seeking to remain friendly with the rising kingdom in the east. The main effort undertaken was a salvage expedition to the same locales that were visited earlier in the year, especially Floral City, where a good deal of already mined and packaged scrap parts remained. These assets were all collected with no real interference by any other people or wildlife, and as a scout was wandering the countryside, a major boon was discovered. An intact nuclear bomb was found embedded in the earth, having not detonated during the Great War. An engineer determined that the bomb could still be used if remotely detonated or deployed as a suicide weapon. This full-strength atomic bomb was brought back to the citadel for further analysis.

Great Priest’s Challenge: The recovery of an atomic bomb in our latest salvage expedition has given us fodder for extensive discussion. Such a weapon would easily wipe out the stronghold of even the toughest of our enemies, but could only be used once. At the same time, as we have little education or knowledge of sophisticated devices, we are equally concerned that it might detonate at any time without our control, and there are some who are not in favor of keeping it nearby any of our holdings. Unfortunately our recovery of the bomb has become fairly well known in the wasteland rumor mill, and if we tried to hide out in the wastes, one of our rivals could recover it instead and use it against us. How do we deal with this troublesome find?
New Gulf Commonwealth

The New Gulf Commonwealth has absorbed another town into their growing proto-nation. The town of Ocoee, threatened by the recent aggressive expansion of Vault 37, has sought out and achieved entry into the Commonwealth. The annexation was painless and uninterrupted, as new fortifications and weapons were added to protect the town against assault. The town has assisted in salvage operations conducted by Fort Apopka, and were further witnesses to the fury of the Sunshine Kingdom’s attack upon the Burned Men. Otherwise, it has been a quiet end to the year with little other activity and efforts taking place.

Governor’s Challenge:A group of refugees from the former town of Chuluota have arrived and number nearly four hundred people. They have a large amount of supplies and weapons, but are seeking a more permanent settlement. Still, they are a bit unusual and tightly bound together as a community, if they were to join us, they’d be a very insular minority, which could cause trouble in the future. While they claim to be on the way to join the Sunshine Kingdom via a safer crossing near Palatka, some of our people think we should convince them to stay with us. Critics claim that our food and water production already falls short of what its needed yearly, and that this may not be a good move. Should we attempt to bring these people into the Commonwealth?
Saint Vikings
The mysterious people who once called themselves the Saint Vikings have disappeared into history. The horrendous defeat they suffered at the hands of the Army of Minorne seemed to have broken their spirit and desire to continue on in the Wasteland. Entering into the wasteland eventually came a scattered few survivors who told of the vault’s last days. After spending a number of years in self-imposed seclusion a revolt took place among the population as a group declared the onset of “Revolution” and a new “People’s Republic.” The brutal infighting that ensued caused extensive damage to the vault and left the vast majority of the people within dead. By the time the fighting stopped, very few survived, and those that did simply wandered into the wasteland, abandoning what was once a shining hope for humanity in the Sunshine Wasteland.
Sunshine Kingdom
Spoiler:
The Sunshine Kingdom has been faced with new tragedy and catastrophe, adding on to the list of woes from its history. The town of Edge was wiped out by rampaging robots, as a large group of sentry bots appeared within the perimeter of the town’s defenses. The resulting chaotic battle was a massacre, and most were killed before they could take up arms in the fight. The robots destroyed the fortifications and slaughtered most of the people. The few survivors fled to Nasacity, escaping with what few possessions they could gather together as the fight raged on. Joining them in Nasacity were a large group of freed slaves, as the Monastic Brotherhood set free their old slaves imprisoned as a result of the war they faced with the Vanguards. All of these people have joined with the Sunshine Kingdom’s capital, just in time to mourn the Kingdom’s first defeat in an offensive operation.
Angered by the destruction of the Mine, the Sunshine Kingdom sent a major punitive expedition to destroy the band of raiders known as the Burned Men who were known to be sheltered in a reinforced tower within the old ruins of Orlando. From the beginning everything seemed to go wrong. The raiders refused surrender, outnumbering the Kingdom’s warriors. Responding to this, the Kingdom’s best snipers attempted to kill off the raiders they could from surrounding buildings. Unfortunately, the raiders simply responded to snipers with missile fire, and the sniping was soon rendered impossible as the best were killed. With another chance to surrender, a mini-nuke was used against the gate of the raider compound, and with a cheer, the Kingdom’s army rushed in, only to find that they had rushed into the effective range of most of the raiders’ weapons. Wielding their laser weapons, they were soon hacked apart by swords or torn apart by submachine gun fire. The few survivors of the battle either fled or were enslaved and the expedition fell apart completely. The last haggard remnants of the Kingdom’s force fled to Nasacity and told them the tale of disaster.
On the home front, the recent murders of high leaders of the Cult of the Damned has stirred up a hornet’s nest. The Queen has since established a new police force to protect the citizenry and find the culprits. The investigations proceeded quickly, as they sought to find those responsible for these vicious murders. Local law enforcement, completing its efforts, eventually revealed that they believe the evidence shows that the Survivalist Union is thoroughly responsible for the ongoing assassinations and attempts to destroy the Cult.

Queen’s Challenge: As the investigations conclude into the recent murderers, a would-be journalist for a young newssheet in Nasacity has come to the Queen claiming to have evidence that the Monastic Brotherhood has infiltrated the police force and is covering for their own attacks on the Cult of the Damned. He has not yet gone to the public, and we are uncertain on how to proceed or even if the evidence is valid. If we do nothing, he will certainly take his evidence to the public and maybe even accuse us of collusion with the Brotherhood. How do we respond to this?
Survivalist Union
Spoiler:
The Survivalist Union has constructed a new radio tower, and after what could best be described as a practical joke on the wasteland, they have begun serious broadcasting as Black Hat Radio. Meanwhile, two expeditions have been sent out into the Wasteland, seeking out new scrap and supplies. The first of which was mainly focused upon locating any further raiders responsible for the recent attack on Indian’s Hideout. They had no success finding any other raiders, but did manage to pick up a decent haul of scrap from assorted old homesteads and buildings in the wilderness. The second expedition was far more successful, heading south to Stuart and Port Salerno, and fighting mirelurks in the former and raiders in the latter. The vicious fights did cost some lives, but the expedition succeeded in defeating the enemies, though substantial amounts of mirelurks remain in the region. The expedition returned with a decent haul of scrap, in addition to some old guns and tech parts to bolster the town’s stockpiles.

Headman’s Challenge: A member of the exiled Cult of the Damned has returned to us, and warned us of a rising tide in the Sunshine Kingdom blaming us for some recent murders. He has claimed to be motivated by close friendships with people in our settlement, and has offered us this warning. The Sunshine Kingdom far outguns us and could wipe us out, and some believe we should run before they get the chance. How do we respond to this warning?
The overseers of the empire forged by Vault 37 have had a very encouraging conclusion to the year for their future. Ample new construction has taken place, as yet another new reactor was installed within the vault itself. Production of new tech parts is at an all-time high, demonstrating that the vault currently has better production capabilities than any other faction in the Sunshine Wasteland. Scrap mining in areas around the towns of the vault's empire have proven fairly productive, though it has been deemed that the St. Cloud salvage is at last tapped out of any further productivity. Some claim that more scrap could be recovered if the roads were stripped, but it has been viewed so far that the roads are too useful as they are. The various other towns have provided different amounts of scrap, while salvagers in Ventura City managed to actually discover a concealed cache of assault rifles, which have been put towards the town's defense against raiders. This came particularly in the wake of a raider attack on Poinciana that was repulsed by the town militia. Thankfully the raiders were highly disorganized and apparently without any real cohesion or weapons, so the attack was defeated with relatively low casualties.
Beyond construction, the most important development was the launching of a major expedition to the west to what should have been the extensive ruins of Tampa. The expedition went through a number of ruined towns on the way, and found that most of the areas visited were fairly well suited for farming, and lacking any significant hostile life. While a number of ghouls or other creatures were dispatched in the journey, for the most part it seemed that hostiles were rare at best. In Lakeland a cache of pre-war army melee weapons was recovered, the first retrieved by the Vault's forces. They proved useful when the expedition stumbled across a large and vicious raider tribe in Dover that fought without hesitation. The tribe was defeated with heavy casualties, and the survivors were enslaved. The other visited towns of Plant City, Seffner, Brandon, Bloomingdale, Boyette, and Fish Hawk were all fairly minor in the additions to the expedition's recovered stockpiles and featured only scattered hostiles which were easily kept at bay by melee scouts. In Riverview, another vicious band of raiders was discovered, apparently the rivals of those who had been in Dover. They too refused negotiations and fought bitterly against the vault's expedition, inflicting new casualties, though the recently captured slaves helped bolster the ranks of the expedition in the fight against their own enemies.
As before, the survivors were enslaved, and in the process, it was found that this particular tribe had been using a small amount of laser weapons, which were carefully stashed in the holdings of the expedition. The expedition soon reached Tampa, which they discovered to be gone. Instead of the crumbling and salvage filled ruins they expected and hoped for, they found a verdant land full of freely growing fruits and vegetables. Surprisingly empty of any organized human settlement, the entirety of greater Tampa appeared to have been radically transformed into a fertile oasis at some point in the recent past. Shocked at this discovered, the rest of the expedition returned home, briefly scouting Bartow and Mulberry on the way back, and determining those sites to be as empty as previous ones visited.

Overseer’s Challenge: The opening of a market in Ventura City has begun to attract merchants from the Orlando area. Our holding of slaves is fairly well known and slave traders have expressed an interest in selling their wares in our marketplace. While we have illegalized individual holding of slaves for now, allowing a privatized slave industry could bring in an ever larger amount of slaves to assist in scrap production. Should we allow the private slave trade in our new market?
Vault 40
Spoiler:
Vault 40 was in dire peril of complete collapse and failure. Structural instabilities had allowed the nesting of giant snakes in the lower levels of the vault. These snakes were eating food stockpiles and killing people within. Despite the vault breach and the possibility of destruction, the vault dwellers sought to repair the lower levels and restore order. Deploying flamers and other heavy weapons, they marched into the lower levels to engage the giant snakes and were fairly successful. Unfortunately a large number of people were killed both by the snakes and problems during repairs and construction. Still, the vault's leading engineers agree that the repairs have been more than suitable and that the lower parts of the vault are good as new.
While these problems were raging on the home front, a new expedition was sent out towards Lake Placid, hoping that a new code would deactivate or disarm the robots there. Upon arrival they found that the robots had been wiped out already by someone with heavy firepower. None remained active and the expedition began scouting and salvaging throughout the area. All they were able to found was suitable scrap parts, and even at the theorized nexus of activity, there proved to be nothing of value beyond scrap. The expedition did find an apparent sinkhole filled with water and debris, and lacking diving equipment were unable to investigate further. Based on the crater, it appears that instead of a natural sinkhole, it was likely caused by a large explosive. The Talon Company prisoner stated that it was likely a standard operation by his forces. The expedition returned home with their salvage without any incident in the process.

Overseer's Challenge: A particularly outspoken member of our society has begun railing against the Overseer and various policies. This person's views are extremist in nature and highly offensive to the rest of the community. He has made repeated threats against the agents of the overseer, asserting his right to personal freedom and independence. A group of other vault dwellers organized against him, and threatened him in return to stop his threats of violence against the vault's authorities. He has since complained to the overseer about discrimination and has asked for protection of his freedom to speech. How do we respond to this issue?

@Grandkhan: A water purifier adds a definiteclean 50 Water per turn. A water pump adds substantially more, but the water it provides stands a good chance of killing people in your community, as a certain person is now finding out.
@thomas.berubeg: Why couldn’t you do nice numbers divisible by 5? It’s so much neater and easier that way.
I'm mostly guessing based on some hints. EQ earlier reminded us that we are in the main Fallout setting. The current date would be about 8/9 years after the destruction of their oil platform (assuming that the Chosen One succeeded. If s/he didn't we're totally screwed anyway.) And now military robots are going active and proclaiming a state of emergency.
So here's the plan: Going to be aiming to start the update Wednesday and complete it by Friday. I'm going to assume with everything going on on these forums that if you don't even post here you're dropping the NES. I don't know how many we're going to have left after that, but that's the way it's going to be for this update, so get those orders in!

I write you to inform you of disturbing news we have received from your state. According to our source there has been a significant number of murders among the Cult of the Damned that live up there. I was also informed that our nation has been blamed for these actions.
I take these claims as a personal insult, as it implies that I knowingly broke my word to them. When they left I guaranteed that they would not be pursued or further punished. As such, I can assure you that there has been NO official action taken against the cultists. In all likely hood they are simply killing themselves as part of some absurd, revolting ritual and trying to use scapegoats to hide their human sacrifices.
If this is not the case, than it is likely that these criminals are some third party. Not to malign your own people, but recent history may have provoked some to madness. Otherwise, some other group from out in the wastes are just as likely. I have hear some rumours about some band of rival religious fanatics, and would suggest looking there.
Of course, if it does turn out that some citizen of the Union has performed some crime in the Kingdom, then do inform us so that me may take action.

While the official reports do indicate that members of the Survivalist Union are responsible, we have found some evidence indicating that this was faked. In fact, we are fairly confident that radical, unbacked, unsanctioned, former members of the Brotherhood are responsible. Zealots acting on crazed faith, not actual goodwill.

Leader Background: He was crowned Emperor ten years ago and is ready to lead the American Empire to glory. He is known to be obsessed with Napoleon Bonaparte and wants to imitate him in every way possible. Their leader, a General named Felix Jackson and who had fought in Alaska against the Chinese, was elected Emperor when the soldiers realized that most likely the rest of the world was destroyed.
@christos: I need a leader trait for Felix Jackson from the first page list, also a regiment would be more accurate than an army, but otherwise, looks good. An American military man obsessed with Napoleon is a pretty interesting setup in a post-apocalyptic world. Location wise, I'm estimating you at Marion, Alabama for the moment. When it comes to your orders and finding things to salvage., I highly recommend the use of Google Maps. It's what we're using pretty much.
