Update 40: July – December, 2259
In Which Things Happen

Inter-Faction Reports

NEW EMBASSY CAUSES PUSH BACK IN SUNSHINE IMPERIUM. A diplomatic furor has erupted in the Sunshine Wasteland as the Sunshine Kingdom has stood side by side with representatives from the notorious Enclave. The Enclave has established an embassy in Nasacity, complete with a small garrison and representatives from what they claim is the true government of the United States of America. The Enclave had been previously implicated in the deaths of thousands of people in the Fruitlands when they deployed a space-based weapon against a large settlement. Condemnation of the Sunshine Kingdom’s purported support for the Enclave has echoed throughout the region, particularly from the leaders and radio of Jacksonia, which has declared that the Kingdom has taken up with the worst sorts of war criminals and mass murderers.

TRAINS MAKE STOPS IN NEW DESTINATIONS. After the launch of regular train service between Terminus and Fort Freedom towards the beginning of the year, the government of Jacksonia has reported substantial results from the new system. Travel time between all the relevant communities has been greatly eased and people have begun to know a bit of Old World comfort in the smooth transportation. The success of the Trans-Jacksonian Railroad has led other factions to looks towards the prosperity the rails could offer. Agreements with Jacksonia have led to the opening of train stations in Edgewood and Universe City, as rails built by those two factions needed only a train to run through them. A small hotel was built in Edgewood at the train station to accommodate those traveling through the area, while the station in Universe City stops right next to the recently announced Blue Lagoon Hotel, offering all sorts of amenities to those seeking luxury living and prime tourist destinations.

Faction Reports

Atom Union
Spoiler :

The Atom Union has done ample construction this turn, preparing themselves for the future. A new airfield was constructed in Albany, though some wonder at the practicality of the new structure, as they lack any aircraft that could use such fields. The more loyal members of the population wonder what the Commissioner knows that they do not. Fortifications were constructed at Easebur and Arlington, in the hope to forestall future bandit attacks. Scouting patrols were sent out at the same time, hoping to detect any raiders before they could do significant damage or catch a settlement off guard. These preparations were very fortunate, as they managed to sight and prepare the town of Albany for another major bandit attack. The automated defenses were set and the militia called out, leading to only very few casualties despite the large size of the raid. The bandits were repulsed and the town was safe once again.

Turn Stat Changes
Spoiler :

-4,100 Materials from construction
-10 Population, -100 Ammunition from raider attack on Albany
+1 Military Skill from combat
+10 Population from natural growth
+100 Population from immigration
-360 Food, -620 Water from consumption
+7 Energy from surplus production

Commissioner’s Challenge: Our people are increasingly concerned about the food and water situation. Our new farming equipment has not offered enough new production to sustain our population growth and the farmland in use is not particularly good. Some have suggested we look towards selling our surplus energy and buying food from the open market. Others suggest we should use our substantial stocks of materials to build more farming equipment, despite the fact those resources could be used elsewhere. How do we respond to the looming crisis?

Commune of Freeport
Spoiler :

Not much happened in the Commune of Freeport. There’s worse things in life than to spend it on a Caribbean beach all day not doing much at all. Even after the apocalypse.

Turn Stat Changes
Spoiler :

-50 Food from consumption
+50 Water from surplus production

Mayor’s Challenge: Some of our people are concerned about the missing ship sent to Nassau. Reports from other islands have indicated that a violent and brutal tyranny exists on the island, and that there was major fighting there some years ago. Warhawks have been aggressively suggesting an attempt be made to overthrow this tyranny and that we should dedicate our resources to this task. Others remind them that we have the concerns of basic defense and survival before we can look towards a major war, especially when we know so little about our possible enemy. How do we respond to this emerging debate?

Empire of America
Spoiler :

The Empire of America is poised on the brink of disaster. While the food and water shortage has been somewhat stalled by the sale of materials in exchange for food and water, it is only a temporary solution. To make matters worse, a tribe of people from the west have arrived and attacked Rome. The town fell to the larger numbers of the tribals and the territory was taken over. The tribe has apparently settled down outside of the ruins of the old imperial settlement and carved out its own new home. Doubt has grown against the emperor, as people begin to see more weakness in his continued lack of action.

Turn Stat Changes
Spoiler :

-300 Population, -150 Ammunition, -200 Low-Tech Melee Weapons, -50 Laser Weapons from Twentiers’ capture of Rome
-20 Population from fire in Felix City bunker
+20 Population, +20 Low-Tech Melee Weapons from raider recruits
+220 Population from immigration
+20 Slaves from slave trade
+810 Materials from slave production
-1.2k Caps, +1,000 Food, +1,400 Water, -500 Materials from market trading
-960 Food, -1,660 Water from consumption

Emperor’s Challenge: The water shortage continues to exist and we are out of money to purchase a large enough reserve! At this point we have little choice but to either remove a large portion of our population or to begin building new water stations to help alleviate the situation. A third option has been presented to launch a major expedition against the believed locations of other factions in the wastes, ideally ones that could be raided for their own water stockpiles to assist us. How do we respond to the continuing crisis?

Florida Reclamation District
Spoiler :

The Florida Reclamation District, under substantial political pressure, has begun launching a true expansion into the wastes. The efforts have begun to reclaim the state of Florida and to bring back prosperity and development on behalf of the American people. The cloning facility of Vault 24 has begun large-scale mass production of clones based on data from both residents of the vaults and residents of the newly acquired town of Nukaloosa. The new clones have been determined to be fully functioning with average intelligence and personality, which has raised a number of concerns and debates about the new people. Many of the clones were sent out on the variety of expeditions launched, the largest being one sent to the Apalachicola River in the west. A new town, christened Saint George was established on the east bank of Hathcock Bay, relying on local fishing for food production.

The other two expeditions were strictly meant for reconnaissance and scouting out new territories for settlement. The first expedition went north with a planned destination of the independent town of Pelham, based on information provided by passing caravans. They started in the ruins of Woodville, which was determined to be both empty of any significant life and highly fertile prospects for farming. Unfortunately the expedition was not able to make it any further than the ruins of Tallahassee, as most of the group fell to the hazards of the ruined city, and the rest returned rather than risk losing everything. A similar fate was had to the eastern expedition, which was destined for the New Gulf Commonwealth’s town of Newberry. For the most part it was an uneventful trip. The town of Perry was first scouted, which they determined to be a reasonable place for a future settlement. Mayo was deemed worthless, while they were turned back at Branford due to the local highly aggressive damncat population.

Turn Stat Changes
Spoiler :

+650 Population from cloning production
+370 Population, +300 Food, +400 Water, +300 Materials from annexation of Nukaloosa
-6,000 Materials from construction
-10 Population, -30 Ammunition from eastern expedition losses
-10 Population, -30 Ammunition from northern expedition losses
+20 Population from natural growth
+120 Population from immigration
+280 Food and Water from surplus production

Governor’s Challenge: As we have begun mass production of clones, there is a matter of ethics that must be resolved. The clones were grown and educated in only the space of a few months each, and while they may look like other members of the population, they are mentally distinct and separate from them. The question of the clones’ rights has been brought forward by more “natural” citizenry. Do the clones only exist to serve the rest of us, or should they be extended the same and full rights of all other citizens of the District?

Georgia Reclamation District
Spoiler :

The Georgia Reclamation District has achieved great feats of construction before the year finally came to a close. A large number of new fortifications were erected around some of the more poorly defended communities, and these have come in the nick of time. A large raider attack upon the town of Ranger used the opportunity of construction to launch a major raid. The assault was repulsed, but a number of people were killed or kidnapped by the retreating raiders. In other communities, new farming equipment was constructed in order to boost production of food to make up a growing shortfall throughout the District. Thanks to the large stores of existing food, no one is too concerned about any sort of immediate food loss or crisis. New weapons have continued to be produced from the standard laser weaponry to larger artillery pieces, as the District remains determined to be able to protect itself against any threat.

The GRD launched its usual exploratory and salvage expeditions into central Georgia, seeking out new communities and supplies that could fuel its industry. The first such expedition went into the Jefferson and Arcade area. In Jefferson the robots with the expedition retrieve ample supplies, but in Arcade, they found an established community already extant. The salvage in Jefferson came across a number of intact motorcycles primed for use. The residents of Arcade explained that they had been used by a local gang before they were recently wiped out and everyone was too afraid to make an attempt at using them. Further friendly greetings were exchanged before the expedition moved on.

A second expedition to Nicholson came up empty handed in terms of any friendly support, as they were attacked by what could only be described as giant wasps. These bugs both could fly and sting with a deadly poison. Many were killed or injured by the constant attacks by the creatures as the expedition conducted what salvage could be completed. The third expedition to Statham found another settlement, this one a bit more productive than the Arcade, but still friendly. The fourth expedition had similar results in the town of Bogart, finding yet another thriving central Georgian community. The last expedition was sent to the much larger ruins of the city of Athens. The ruins were crawling with ghouls and the expedition remained mostly on the outskirts, recovering salvage from the old suburbs. Scouts reported that they had never seen that many feral ghouls in a single location.

Turn Stat Changes
Spoiler :

-40 Population, -1 Manufactory from mining collapse disaster
-110 Population, -420 Ammunition from raider attack on Ranger
-8,580 Materials, +25 2-H Guns, +66 Laser Weapons, +1 Howitzer from construction and production
-540 Ammunition from armed patrol defense expenditures
+650 Materials, +30 Motorcycles from Jefferson/Arcade expedition salvage
-30 Population from Nicholson expedition losses
+550 Materials from Nicholson expedition salvage
+650 Materials from Athens expedition salvage
+90 Population from natural growth
+390 Population from immigration
+10.3k Caps from taxation
-330 Food, -1,090 Water from consumption
+3 Energy, +300 Materials from surplus production

Governor’s Challenge: Our patrols seek payment for their services beyond the meager amounts collected by the caravans. Each patrol route seeks 1k Caps every six months to support their operations and personal expenses accumulated by constant travel. At the moment this would run the treasury 18k Caps every six months, an expense far above our current tax collection. Should we fail to pay this amount, we would likely see an immediate downgrade in the efficiency of our patrols. How do we respond to this?

Jacksonia
Spoiler :

Jacksonia has continued to be the heart of prosperity in the Sunshine Wasteland. Production of plasma weapons continues at an all-time high and the railroad has run on time for nearly a full year. Scrapping and salvage efforts have provided plenty of new materials for future construction and development. The pride of the year was a new naval expedition sent out into the western Gulf of Mexico, seeking out new possible trading partners throughout the region. They started by heading towards the Mayan Republic before proceeding on further north up the coast. The crew told stories of this stage of the village, mostly to scare children when they returned home. They told of haunted coastlines with exotic trees and creatures roaming it, including one they claimed was the size of the boat they traveled upon. They passed by cities of the dead, hearing the howls of hundreds of thousands of feral ghouls as they sailed by. It seems that the coast of Mexico has become a truly hostile and deadly place, and the crew was relieved when they finally returned home. They did not come home empty handed as they were able to make landfall on the outskirts of one of the cities, retrieving a modest amount of scrap for shipment home.

+85.9k Caps from taxation
+38,510 Food, +710 Water, +14 Energy from surplus production

Overseer’s Challenge: The recent attempted assassination of one of our secret police officers in the streets of Fort Freedom has spurred some fear among our law enforcement. They want to initiate a procedure they have termed “Shake the Tree.” They state that under this procedure they will launch a series of around one hundred random arrests throughout Fort Freedom. The idea is that in order to save themselves from alleged crimes, those arrested will turn in others who they know are treasonous. Admittedly, this will likely cause some dissent against the secret police, but it could yield significant results if successful. How do we respond to this proposal?

Maritime Collective
Spoiler :

The Maritime Collective prioritized the completion of proper fortifications around Linkton and New Panama, establishing a more secure faction. The primary effort made, however, was the launching of a new expedition to the town of Grand Bay in Alabama. They hoped to accomplish the creation of a repellant for the giant mosquitoes that would prevent constant attacks on passing travelers or expeditions. They spent several months in the area, gathering some salvage in the process, but they failed to reach any success in the mosquito project. The expedition returned fairly empty-handed with only a pittance of scrap to show for their efforts away from home.

Turn Stat Changes
Spoiler :

-1,400 Materials from construction
-30 Population from Grand Bay expedition deaths
+150 materials from Grand Bay expedition salvage
+10 Population from natural growth
+70 Population from immigration
+180 Food, +280 Water from surplus production

Mayor’s Challenge: A merchant has appeared by sea offering to buy some of our bombers. They have offered us 5,000 Materials for each bomber we are willing to sell. They claim that this will help us establish an infrastructure rather than just tear part of the wastelands down. How do we respond to this proposal?

Mississippi Democratic Republic
Spoiler :

The Mississippi Democratic Republic is a faction in a state of terror. Over the past few months a number of people have been found brutally slaughtered and slain, often in rooms with locked doors and windows and no obvious point of access. Each of those killed was revealed to have been a member of the group which visited the town of Hackdirt. A very unusual book has been linked to this killings, and has been placed under heavy guard.

Turn Stat Changes
Spoiler :

-10 Population from brutally deceased
+10 Population from natural growth
+30 Population from immigration
+300 Food from surplus production

Chairman’s Challenge: Our guards report a number of people congregating outside of the building in which we house the book taken from Hackdirt. They seem obsessed with it and a pseudo-religion seems to be developing, as some believe that sacrifice is needed to prevent slaughter. How do we respond to these crowds that have been forming, almost on a nightly basis?

New Gulf Commonwealth
Spoiler :

The New Gulf Commonwealth has apparently accepted the need to engage fully in the wasteland marketplace. Ample funds have been dedicated towards the purchase of food to help make up the shortfall in reserves and production. Thanks to the heavy level of taxation and the amount of caps accumulated by the leadership, most are optimistic that the Commonwealth can maintain a high level of purchase to compensate for a growing population. Still, efforts are underway to determine new places for settlement and salvage, in order to help the Commonwealth maintain its level of growth to date. Salvaging has continued persistently in the NGC region of Orlando, but another large expedition was sent to Gainesville. The expedition managed to retrieve a substantial amount of materials, some of which appeared to have been previously collected but not organized by the local settlement before its destruction by Jacksonia.

Another expedition set out north from Newberry to scout the territory all the way north to the ruins of Lake City. They started by scouting High Springs, which they found to be fairly worthless as a potential farming settlement, but they did find a small arsenal of laser weapons to be taken home. In Fort White they found next to nothing at all, as it seemed to also be worthless for farming and lack anything except a scarce few materials for salvage. All of these were quickly packaged and sent home. Upon reaching Lake City itself, they found the whole area heavily overrun by ghouls, and immense firepower had to be used to keep them at bay. Some minor salvage was recovered, but the prize was the discovery of an unlooted gun store which was scavenged for what weapons remained.

Turn Stat Changes
Spoiler :

+5,500 Food, -11k Caps from market purchases
-90 Population, -440 Ammunition from raider attack on Newberry losses
-400 Materials from construction
+700 Materials from Orlando area salvaging
+500 Materials from Gainesville salvage expedition
-350 Ammunition from northern expedition losses
+450 Materials, +20 1-H Guns, +10 Laser Weapons from northern expedition salvage
+90 Population from natural growth
+270 Population from immigration
-4,280 Food from consumption
+101.3k Caps from taxation
+8k Caps from Leesburg fair dividends
+130 Water, +5 Energy from surplus production

Governor’s Challenge: Our people are now substantially more confident that we can survive any sort of crisis thanks to our massive reserve of funds and continued taxation. Most have grudgingly recognized the need for caps to help spur other elements of our economy forward. Still, with great wealth comes great disorder. Our workers in Fort Apopka have threatened to strike unless the government offers an assured rate of pay, regardless of the amount of return. They want 8,000 Caps every half year to help pay for labor in the ruins of Orlando. How do we respond to these demands?

Sawgrass Tribe
Spoiler :

The Sawgrass Tribe has had a fortunate year, which could mark a turning point for their growth. Mr. E led a number of tribal citizens out to a field in which three completely intact trucks were discovered. The robot then instructed them upon the safe return of these vehicles back to the community. The trucks certainly came in handy as the tribe sought to explore and exploit the region to the northwest, travelling further and further to find any useful materials. The towns of Moore Haven and Venus were looted for the pitifully few remaining scraps they had left, as past expeditions had left them all but dry. In Venus, however, they found a sealed house full of hundreds of gold bars and a skeleton. Notes around the body indicated that he was sure capitalism would collapse any day and the financial apocalypse would only be survived by those with gold. He was apparently disappointed. The gold bars have been retrieved by the tribe creating a new financial boon overnight, particularly as caravans begin to travel to the tribe’s doors regularly.

Turn Stat Changes
Spoiler :

+3 Trucks from enigmatic find
+2.8k Caps, +100 Materials, -40 1-H Guns from market trading
-800 Materials from construction
+400k Caps, +300 Materials, +20 1-H Guns from northwest salvage expeditions
+10 Population from natural growth
+10 Population from immigration
-180 Food and Water from consumption

Chief’s Challenge: Caravans are constantly arriving with new products and ideas from across the wasteland. They seem particularly interested in the gold we have recovered recently. Some of our people are overwhelmed with the wasteland wealth we now possess. They advocate that we should spend all of our newfound wealth as quickly as possible to remove temptation for raiders and ourselves. Other suggest we should hold onto the funds we have accumulated for use in an emergency. How do we respond to this debate?

Sunshine Kingdom
Spoiler :

The Sunshine Kingdom has focused its efforts internally upon growth and expansion of the new settlement of Paradise’s Heart. The town has been boosted with the construction of a number of new deepwells, which have provided ample water production to help fuel the growth of the entire kingdom. Controversy erupted when the Enclave was allowed to open an embassy in Nasacity, and a number of members of Congress protested this move, but they were in a small minority. Other, more conservative, members of Congress have loudly applauded this effort, stating that closer ties to the Enclave represents a return to the traditions and history of Nasa from which the kingdom emerged. A number of minor protests took place outside of the new embassy as the year came to a close, demonstrating against the acceptance of the Enclave war criminals.

Turn Stat Changes
Spoiler :

-3k Caps from expenses
-3,600 Materials from construction
+800 Materials from Orlando area salvage
+70 Population from natural growth
+700 Population from immigration
+85.5k Caps from taxation
+7,970 Food, +3,040 Water, +4 Energy from surplus production

Queen’s Challenge: The entry of the Enclave into the life of Nasacity has spurred a new interest among members of the Royal Archeological Society in the traditions of the old America. A number of people would like to research into the Enclave’s claims that they represent the old government. Such research may be indelicate towards the Enclave and ruin the progress we’ve made on our relationship. On the other hand, it could do much to restore their legitimacy in the eyes of our people and reduce the number of protests. How do we respond to this proposal?

Sunshine Trade League
Spoiler :

The Sunshine Trade League has continued to face the consequences of its recent civil war. The feared and famed Talon Company launched a major attack on Fort Jacksonville, resulting in heavy casualties and the temporary loss of most of the outpost. The militia was forced to hole up in a couple of fortified buildings and were besieged for several days. The Talon Company was unable to take these strongholds and eventually withdrew, after causing terrible damage in the process. It is believed a number of the population was taken alive, back to an unknown location. To make matters worse, the New Age Corporation has been constantly slinging artillery shells into southern Jacksonville ruins, seemingly at random. This has caused a small number of casualties among scavengers, and has made the rest fearful of their craft.

Turn Stat Changes

+20 Population from natural growth
+110 Population from immigration
-260 Food from consumption
+840 Water from surplus production

Trade Lord’s Challenge: With the markets no longer paying out like they used to, some of the Trade Lord’s advisors have begun suggesting a tax upon our people. With the end of the Federation, it is believed that a per head tax would go a long way towards bolstering our depleted coffers. How do we respond to this proposal?

Transmississippian Confederation
Spoiler :

The Transmississippian Confederation has been focused on securing the home front before all else. This was reinforced as a priority when a larger raider attack hit the town of Headwards from the south. The raiders managed to open the gates of the town and inflict substantial losses upon the militia before withdrawing with a handful of captives. Scouts from the militia were unable to track the raiders, and concerns emerged about the possibility of a second attack. Salvagers in Green Vale and Wicked Hollow continuously reported figures being spotted on the opposite bank of the Mississippi River, leaving many further concerned about what could emerge from the west. As part of the home consolidation, the territory between Chairkey Den, Wicked Hollow, and Green Vale was scoured by the forces of the Confederation. No rock was left unturned as they patrolled the area looking for civilization and salvage. They found that most of the area was worthless for farming, and the few good spots were already occupied. Specifically, the towns of Fort Anguilla and The Glen. The two communities seemed to be particularly at odds, and while Fort Anguilla was polite and courteous to the Confederates, The Glen was much more suspicious and made sure the Confederates were kept at bay. The Glen did warn the Confederate scouts about the Fort however, claiming that its inhabitants were up to no good, but did not provide specifics.

Pack Leader’s Challenge: People have begun to go missing from Chairkey Den. Family members typically claim that they have simply chose to abandon the tribal lifestyle in hopes of migrating to better lands in the east. Friends of the disappearing people claim that they had no such intention and have called for investigation. A lengthy investigation could alienate the families of the disappeared people for no discernable gain. How do we respond to this issue?

Universal Reclamation Project
Spoiler :

The Universal Reclamation Project has continued to thrive in the hostile territories to the south of Orlando. The opening of a new railroad station hub for the Trans-Jacksonian Railroad has allowed for the possibility of new immigration and development for Universe City. The renovation of the Blue Lagoon hotel slowed business for a time, but surprisingly, as soon as the trains started running, people began arriving for day trips from the Fruitlands, arriving at the beginning of the day and leaving at the end. Local merchants are pleased with the new development, as more money comes into the city. The Sunshine Construction Union was contracted to build a truly luxurious facility called the Sunshine Empress Hotel. The hotel was built to pre-war standards, with indoor plumbing and incredible facilities of all types. A grand opening is planned for some time next year, but rumors indicate that the prices may be rather high and not accessible to all but the richest wastelanders.

Master of Ceremonies’ Challenge: Members of our leadership, including the honest businessman, are rather displeased with the government’s direct ownership of our hotels. They argue that they should be in private hands, allowing for more efficient management of the Blue Lagoon and Sunshine Empress. They suggest that the faction leadership be assigned to a more regulatory role and that the profits should go to those who operate the building. They will be rather displeased if we insist on maintaining all of the profits for ourselves. How do we respond to this issue?

Workers’ Republic of the Reclamation
Spoiler :

The Workers’ Republic of the Reclamation has had a very unfortunate conclusion to the year. They stumbled from disaster to disaster, as hundreds died in a number of incidents. The worst such incident was the destruction of the town of Wakanda which was apparently attacked by a large band of raiders. The local militia had only melee weapons to their name and they were incapable of thwarting an apparent attack by raiders armed with heavy weapons. They had been sent a number of more advanced weapons, but the relief caravan arrived only to find the smoldering ruins of the community. To make matters worse on the home front, a large amount of the faction’s reserve water was found to be contaminated, raising concerns that the reserves that remain may not be enough to make it through another year.

The Republic sent out a number of expeditions, mostly to bolster the reserves of materials the faction possesses. Salvaging in Savannah was consistent enough, but they sought more distant and lucrative rewards for their efforts. Unfortunately this led to the ambush of a major expedition just west of Savannah in the ruins of Georgetown. Thanks to use of power armor, the expedition managed to escape the ambush with all of their supplies. Still, essentially everyone in the expedition was killed or wounded in the heavy fighting. Salvagers in Augusta were more fortunate, as they managed to salvage through the city without too much incident. They avoided a horde of robots in Fort Gordon, coming out with a small amount of laser weapons for the arsenal at the newly constructed outpost called Sipa.

The largest and most ambitious operation was sent west with Macon as the destination in mind. The expedition took the road west through Louisville, where they found a small number of giant ants and a minor amount of salvage. The expedition was ambushed by raiders in Sandersville, but despite the enemy possessing superior numbers, they were driven off by the expedition’s guards. They found very little in the next town over of Milledgeville. Gray and Macon had more diverse wildlife, which mostly steered clear of the Republic’s expedition, avoiding any real confrontation. In Warner Robins they were attacked by agents of Talon Company who refused to allow approach towards the Robins Air Force Base for nearly a week while the Republic scouted the area. When they did arrive, they found the Talon Company gone and the base defenses highly alert and active. They returned home with what salvage they had acquired through the journey, but most were injured or weary from their trip.

Chairman’s Challenge: A number of enterprising citizens have come forward and asked for funds to establish a hospital of sorts in Sipa. They claim that there are many people around the ruins of Augusta who need aid and help, and that they can provide such help. They have a few medical specialists supporting them, and this could do wonders for our reputation in the area. They have requested 30,000 caps as startup money for their efforts. How do we respond to this proposal?

OOC

So bestshot9 pointed out the obvious to me on Monday night. I should have had Low-Tech Ranged Weapons and Low-Tech Siege Weapons to help bridge a gap in technology from the beginning. This makes plenty of sense, but unfortunately the way prices are balanced now, bringing the Low-Tech Ranged into things would likely mess the whole thing up. I’m not willing to do that, so now we have Low-Tech Siege Weapons. These can be built by any faction, and instead of using ammunition, they use Materials to bombard enemy positions. Now you poor factions incapable of building Howitzers have a way to reply to those sorts of attacks and bring down enemy walls. Really wish I had thought of this earlier.

@Ahigin: Nice sketch.

@Those of you currently in school: I am well aware we’re heading into the “final exam” season and I will adjust my expectations appropriately. If you need to ease back in your commitment here, just let me know what sort of course you want your faction to set so that it can maintain a solid path in your absence. I will be lax with missed orders for the moment, but I won’t deny that it will still put your faction at a disadvantage in the long rung should you decide just to miss an update rather than provide some sort of “holding pattern” orders to tide things over until you can recommit.

While the Survivalist Union has gone NPC, they will retain their color on the map. From here on out, any multi-town faction that is NPC in control will have its own color on the map to help differentiate them from the various single-town NPC factions.

@Dunebear: Are you referring to any caravans or strictly ones based in the GRD for the new tax payment?

@Everblack: I’m pretty sure you were referring to the town of Grand Bay, AL, which is the town that had the giant mosquitoes. This has been reflected in the update.

It should be noted that at this point, “Caps” as a stat stands for any form of currency currently being used, mostly things like precious metals and actual bottle caps. Just keep this in mind, and that there are things like gold being used in trading at the moment. It’s not all from old bottles.

@<nuke>: Just realized I forgot to charge you for construction of the railroad and attached station. That cost is included in the “construction” deduction in your turn stat changes.

Northeast Selected

As you have so many times before, you and your party have marched off into the wilderness, leaving Anniston behind and heading north. You travel across roads and mountains and rarely have much of an issue. Russell does most of your hunting, and you are amazed at the types of animals he can bring down with only his pistol. Eventually you stop when you hear a large amount screaming, just south of the ruins of the city of Rome in Georgia.

You are camped outside of the ruins of Rome, GA

The ruins of Rome are impressive, but what’s frightening is the truly large and barbaric raider camp established there. There are hundreds, maybe thousands of them milling throughout the ruins, drinking, using chems, and doing unspeakable things to unarmed people. It seems likely that if they spot you and overwhelm you, nothing good will come of it.

1. Attempt to sneak into the city and steal from the raiders. (Charisma Challenge; high risk)

2. Bypass the city and continue northeast (Agility Challenge; high risk)

Option 3, Southeast Selected: Let a new tyranny begin!

You and your party take a single look at Rome and unanimously say “Nope!” You turn around and head southeast. As you travel through a bit of wilderness you arrive at a small stream full of rocks and a rapid current. There’s a rickety old bridge that the four of you use, and the protectron and Russell cross first. Unfortunately as you and Diane are crossing the bridge breaks and both of you are swept down river. You try to hold on to Diane and keep both of your heads above water, but soon you are overwhelmed and she slips away. You manage to make it to the other bank and meet up with Russell without any serious injuries. You find Diane about a mile downstream, her body shattered upon the rocks and her gear sunk beneath the water’s surface. There is little else to do besides bury your dead and continue on your way. (Endurance Challenge Failed; Lose Diane and all her gear; -10 Reputation with Russell)

A few more days of travel and the terrain becomes significantly more developed and ruined. You eventually find makeshift signs directing you to Dobbins Air Reserve Base. Eventually you arrive without further issue.

You are at Dobbins Air Reserve Base, in the Georgia Reclamation District
There is nothing for sale here.

Dobbins Air Reserve Base is a large and heavily armed community. A large number of robots and laser-equipped soldiers patrol the perimeter. They view you with suspicion and have forbidden you from actually entering the settlement, declaring it to be a military outpost and restricted against civilians. The fortifications around the base are impressive, and the wall is heavily reinforced and protected, including firing points for howitzers. It’s hard to see around the wall, but it is obvious that the base is very secure against any but the most well-armed threat.

Russell says: “A lot of people will tell you that the Georgia Reclamation District is nothing but a bunch of bullies and thugs barely better than bandits. They claim that they use their equipment and weapons to force independent communities to trample on their minorities and join the cause. There’s some truth to that, but those people forget that before those vault dwellers formed the district, this entire area was chaos. Most of these ‘peaceful’ communities raided each other for the smallest amount of food and the fighting was brutal. Now they all like to pretend they’ve always been beacons of civilization.”

Option 3, East Selected

Only fresh out of the vault types need armed escorts, you say to yourself, as you head out east with your party. This very nearly proves to be a mistake as you are stopped by another patrol of GRD militia. They claim they are tracking a number of bandits and believed you to be one of them. Thankfully you manage to convince them that you are a member of the Florida Reclamation District and not an enemy. You soon arrive at All’s Well. (Charisma Challenge succeeded)

You are at All’s Well in the Georgia Reclamation District
There is nothing for sale here.

All’s Well is a peaceful community built around a park four large pre-war buildings, allegedly former educational institutions. The buildings themselves seemed to have survived the war fairly intact, but signs of repair since then are evident. The town has a number of small inns inside, and for the most part, people stay inside the walls where it’s safe. Word around town is that it is a scavenger settlement and before the GRD built the new water stations, it was entirely dedicated to salvaging the ruins around Atlanta. The town has a formidable wall, and the local garrison patrols it regularly, protecting the citizens inside.

3. An armed patrol of GRD Militia is heading out to Vault 136. They offer you safe transit for your party in exchange for 180 Caps. 6 Days

4. This is a decent sized town, there must be work to be found. Take a look around. 1 Day

5. Head off in any direction, seeking adventure (Specify direction).

Option 4

From Jacksonia
To the Wasteland
CC the Sunshine Kingdom

Tiffany Jackson emphatically condemns the opening of an Enclave embassy in Nasacity. The Enclave assassinated my brother, our nation's former Overseer, in cold blood, and massacred over two-thousand innocents with their deployment of an orbital strike on the Fruitland. They are criminals of the highest order, who will strike out at anyone who opposes them no matter how trivial the opposition - any Enclave embassy is a fifth column, preparing for Enclave integration of your people. Do not trust the Enclave.

We urge the Sunshine Kingdom to close its embassy with the Enclave, for the good of humanity.

I'll go with option 4.

From: Pack Leader Spartacus of the Transmississippian Confederation
To: Emperor Felix V Jackson of the Empire of America

Spoiler :
ygRTXlO.png

It is curious time we live in, o Emperor. Not so long ago merchant caravans started coming to our land, and with them news of the Greater Wasteland began to spread. This winter my people have learned of the woes that the Great Wolf has brought upon your nation. But before any tears are shed and any sorrows are expressed, let me tell you something about my life, o Emperor.

I was born free, but I was too young to enjoy the true taste of freedom before my family was slaughtered and my freedom taken by a band of slavers from the Wild West. I was raised and trained to become a pit fighter in blood-soaked arenas of the Wastes. I learned my lessons well and soon after reaching maturity I became the legend of western pits. I knew how to kill swiftly, I knew how to kill slowly, and, most importantly, I knew what sort of kill the audience had paid to see each particular night. People loved me for it, and my owner, fat Jared the Goose, loved the money I was making for him. He wasn’t the worst pit owner in the West, although he wasn’t the best. He treated all of his fighters like dogs: knew how to spoil them with a treat when they were bringing profit to him, and knew how to punish them with a whip when they didn’t live up to the cost of their food and shelter.

One night I pleased Jared especially well. That night, I’d slayed three mercenaries from the northern tribes using nothing but my two tomahawks. After getting his share of caps, the Goose got himself drunk and lost his caution. He decided to award me for my performance with a piece of novelty: a séance of a pre-Great War film called “Spartacus.” That film told a story of a brave pit-fighter who stood against the tyranny of a pre-War nation called Rome. He raised a rebellion in his arena and led his fellow pit-fighters into a mutiny that shook Rome to its foundations.

When the movie was over, I couldn’t move nor speak. I was overwhelmed by the noble simplicity of Spartacus’ act. Several minutes later Jared’s guard came in saying the Goose wants to see me. He led me to Jared’s room, where I found my owner and two of his thugs drinking booze over a large bowl full of white powder. They explained to me it was some chem.

“Wanna sniff it? Some smooth stuff. You’ve earned this , my man,” Jared told me.
His friend passed me a piece of glass. “You line this dope on the table like this,” he said.

“Use your glass shard. Then sniff.” He followed his own instruction and inhaled that strange chem through one nostril and then sat back in his chair, rubbing his nose and coughing slightly. He looked stupefied.

“Come on, man. Go on, sniff it,” Jared repeated. “Be a good puppy.”

The thug that’d brought me there pushed me in the shoulder, and then something deep inside of me snapped. I remembered the bodies of those three mercs I’d slaughtered that night, their heads split open like overripe watermelons, their brains oozing into the dust of the arena through gaping holes in their skulls. I remembered all friends and comrades I’d lost in pit fights, their blood on my hands, their dry lips whispering their final “good bye” before I finish them off.

I clenched my fists so hard, the piece of glass Jared’s friend had given me split in half in my palm. Blood soaking from my hand, I thrust both pieces of glass into the eyes of the guard who stood behind me. As he shrieked, I pulled his gun from his holster and shot at both of Jared’s dumbfounded friends. Jared immediately forgot about his gun that lay on the table, and instead he tried to scream for help. The chem had already hit him hard, it seemed: his scream sounded more like a childish whine that later turned into a fit of laughter.

I didn’t waste a bullet on that scumbag. I hit him hard in his beer belly and, as he bent over the table, gurgling and gasping for air, I grabbed him by the back of his neck and shoved his face into the bowl of white powder. Just like Spartacus from the film he’d shown me, I ended his life the only way he deserved: choking on his own drugs.

That night I raised a mutiny in my pit-fighting school. Many good men died, but some survived, and that little brotherhood of runaways became the first pack of the Running With Wolves.

Many years had passed since then, and up until recently I thought that the story of Rome and General Spartacus was just a legend from the times before the Great War. I thought that it was but a symbol of freeman’s rebellion and eternal fight against oppression.

But then one day merchant caravans started arriving to the newly founded capital of our nation. With them, they brought stories of the Greater Wasteland, of everything horrible and beautiful, ruthless and just that happens in the world. One story shook me. It was a story of the city of Rome that belongs to the nation calling itself the Empire of America. That nation, merchants told us, is a cruel dictatorship, ruled by a heartless power-monger who takes prisoners of conquered towns as his slaves. To my astonishment, everything told in the film I’ve seen turned out to be true. Rome did exist, and its depiction in the movie was true.

But today I learned of the greatest joke of fate. I learned Rome was taken and burned by the tribe of Twentiers who will be remembered among the Transmississippian people as a group of scared, desperate nomads. The weight of your sins against the freedom have brought a punishment up on your head, o Emperor Felix of America, and it’s I, Pack Leader Spartacus of the Transmississippian Confederation, stand between your nation of slave-owners and the numerous hordes of nomads that want nothing but to invade your land and take what you consider yours.

Why, you may wonder, o Emperor Felix of America, is this message being sent to you? Is it a threat? A tease?

I hurry to assure you that teasing and empty threats are not in the culture of our people. Truth be told, all of the above was nothing but a prelude for what you’re about to hear, o Emperor Felix.

Many more tribes are soon to cross the Mississippi River and swarm our land. Some of them we will fight to the last drop of our blood, but most these nomadic peoples are simply displaced refugees, not much different from who we ourselves once used to be. Why would we want to shed our blood fighting them, when all we could do – and all we should do! – is simply give them the right of free pass through our land toward your land, as the tribes of Twentiers has already done recently?

Thus, here is my offer, o Emperor Felix of America. If you free all of your slaves and send us some tools of war, then not only will we help your nation in the midst of food and water crisis this year, but we will also put all donated arms toward holding firm against any invasions from the right bank of Mississippi, thus protecting you from their wrath. However, if you deny this fair offer, then not only will we not provide your people with food and water, but we will also provide free passage through our land to any tribe seeking to travel eastward to ravage your land.

Answer soon, o Emperor Felix of America.

May the Great Wolf merciful to you.

Short summary of the offer:
If Empire of America abolishes slavery and sends to Transmississippian Confederation 100 2-H guns, 30 laser guns, and 15 power armor suits, then Transmississippian Confederation will provide Empire of America with 3000 food, 3000 water, as well as protect the Empire from nomadic invasions from the West.

If Empire of America declines the offer, no help in food and water crisis will be provided, and all migrating tribes will be given free passage through Confederate lands toward Empire of America, just as it (unintentionally) happened with the Twentiers who recently destroyed Rome.

You spend your day wandering around town looking for work, any work. To your surprise there seems to be nothing really going on of interest, no bounties to be collected. You become so bored you almost miss the signs. A man in a tattered suit beckons you to an alley. Concerned about a trap, you have your gun drawn as you enter. He tells you his story, about how he has travelled thousands of miles tracking the group known as the Enclave. He claims that at one point they attempted to wipe out all life on Earth except for themselves, when they were barely stopped and nearly wiped out by a hero out in the west. He says he has come here to finish the job himself. He’s asked for your help. He’s asked you to use a pre-war laser sight on the Enclave Outpost Gamma in the ruins of Atlanta. In exchange, he’s promised you a reward of advanced equipment from the west.
