Commisioner's Challenge: Our people are increasingly concerned about the food and water situation. Our new farming equipment has not offered enough new production to sustain our population growth and the farmland in use is not particularly good. Some have suggested we look towards selling our surplus energy and buying food from the open market. Others suggest we should use our substantial stocks of materials to build more farming equipment, despite the fact those resources could be used elsewhere. How do we respond to the looming crisis?

Commisioner's Solution: As a short term solution, we will send our surplus energy in order to acquire food for the market. Meanwhile, we will be constructing more farming equipment.

The Enclave assassinated my brother, our nation's former Overseer, in cold blood, and massacred over two-thousand innocents with their deployment of an orbital strike on the Fruitland. They are criminals of the highest order, who will strike out at anyone who opposes them no matter how trivial the opposition - any Enclave embassy is a fifth column, preparing for Enclave integration of your people. Do not trust the Enclave.

Inter-Faction Reports

FREE TOWNS ORGANIZE AGAINST GEORGIA RECLAMATION DISTRICT. The unchecked expansion of the Georgia Reclamation District seems to have been brought to an end. A worsening diplomatic situation between the independent town of Lula and the GRD has resulted in an informal embargo of Lula by GRD caravans. Lula’s outrage was substantial and they managed to convince nearby town leaderships to join them in the creation of an organization bent on containing or preventing hostile GRD and Enclave expansion. Four towns have grouped together as the Alliance of Free Georgia, and they have been reportedly building up their defenses and looking to hire any possible mercenaries for defense of the region should a full scale war break out. Tensions are at all-time high between the two factions, and local caravan owners are concerned about conflict disrupting commerce in the region.

GRAND OPENING OF SUNSHINE EMPRESS HOTEL. The Sunshine Empress Hotel has launched a grand opening in Universe City, and is said to be the epitome of prewar luxury living. Long-term and short-term stays are allowed, but the majority of wastelanders cannot afford the high price of two hundred caps a night. Amenities apparently include robotic servants for every room, running water, a luxury pool, cushioned couches, and even glass windows overlooking the heart of Universe City or the ruins of Orlando. These among others lead many to state that the cost is well worth the luxury that one can partake in. A major fireworks display and motorcycle race was held for the numerous dignitaries in attendance at the grand opening, and it was a truly gala event for all present. For the common folks of the wasteland, a lottery has been announced, wherein people can buy tickets in the hopes of winning all sorts of rich rewards, including stays in the Sunshine Empress.

Atom Union

The Atom Union has thankfully avoided the attention of bandits in their region, and have managed to begin efforts to develop local production. They have sold a lot of powered energy sources onto the market, seeking to gain a financial advantage. The money achieved in these transactions has helped spur the purchase of a large stockpile of food and water to ease the shortages taking place. Furthermore, the construction of new farming equipment has boosted local production, creating a food surplus for the first time in years in the Atom Union. Rumors have further abound about the possible annexation of neighboring Dawson and Pelham, which could help provide greater wealth and security to the Union.

Commissioner’s Challenge: While we have been making a good deal of money off of the open market, some of our advisors have begun to suggest taxation as a revenue source. They claim that even a minimal tax of 1 cap every six months per adult would help our financial situation considerably and provide us with more income as a faction. We could tax even more than that, but high taxes could alienate our people. How do we respond to this proposal?


Empire of America
The Wasteland is a dangerous place and very few know that better than the raiders who have formed the bulk of the Empire of America’s forces. Early in the year, the Empire faced a new attack, this time upon the city of Napoleontown. The theoretical breadbasket of the Empire was attacked by the tribe known as the Cowninos. The walls were quickly overrun and most of the population fled in the wake of the assault. Hundreds were killed in the battle as the Cowninos occupied the mostly intact community and established it as their new homeland. What followed this tragic defeat proved to be the undoing of the young Empire. Fighting broke out in the Felix City bunker, as raider and loyalist struggled for the control after the Emperor vanished. A slave rebellion apparently broke out and the bunker was destroyed when someone pushed the self-destruct button. The entire bunker, and everyone in it, was wiped out as only a few dozen escaped the carnage. The remaining towns were quickly taken over by the raider populations who’s brutality and ruthlessness led them to triumph in the struggles that took place. Raider tribes have been reformed as the Empire collapsed as violently as it emerged, and it seems as the whole of northern Alabama is soon to be soaked in blood. Because war, war never changes.

Florida Reclamation District

The Florida Reclamation District has undertaken a significant effort to develop their capacities as a faction. A new institute was opened in Vault 24, offering advanced education and learning to the people of the District. The institute was heavily modelled based upon Enclave engineering advance and learning, helping to develop the technology for research and development. A gunsmith has been opened with the hopes that it will help arm the faction against future threats and supply a growing population. Lastly, some basic fortifications were erected around the new settlements of Saint George and Nukacity, hoping to provide at least the feeling of security for the towns’ residents. An expedition to Tallahassee hoped to bring back more materials for future construction, and they did somewhat achieve this goal, but they faced a number of losses at the hands of the ghoul population inside the ruins. Others were injured but managed to return home safely.

Governor’s Challenge: We are facing more political pressure from the Enclave and Georgia Reclamation District. As immigration picks up, we are forced to confront the issue that many of these people fall under the GRD classification of “mutant.” The Enclave has insisted that we launch a program of policies restricting the rights or even forbidding ghouls and other such mutated humanoids from citizenship in our District. How do we respond to this suggestions and veiled threats?


Georgia Reclamation District
Spoiler :

The Georgia Reclamation District has had a rough first half of the year. It seemed that nearly every endeavor has resulted in failure or catastrophe and the District has been faced with a number of new challenges. At least on the home front things have been relatively quiet, and new construction has continued to be developed in the towns of Ranger and Fairmont. New farming equipment and fortifications have done their part to help make those towns safer and more prosperous places under the District. The Governor hoped to expand on this prosperity by once more bringing in more towns under the District’s authority.

A force of emissaries, accompanied by a minor Enclave force, were sent to the towns of Statham, the Arcade, and Bogarty. For the first time, it seemed as though none of the towns were impressed by the display put before them. Even the town of Bogarty, which had invited the GRD in was almost hostile to the presence of the emissaries. The reasoning behind this became clear when Lula announced over the radio the formation of the Alliance of Free Georgia. These four towns have united to create a strong faction to defend itself against continued GRD expansion. Press at home has reported on this, and it seems likely to many that a new antagonist for the GRD has emerged.

A major force was mustered out of Dobbins Air Reserve Base to begin salvage and clearing operations in the expansive ruins of Atlanta. Provided with artillery fire support from the base itself, the expedition moved in with enthusiasm. Unfortunately, the ruins proved to be not conducive for accurate artillery fire, and a number of casualties were had among the expedition simply from friendly fire. Tens of thousands of ghouls exist in the ruins of the city and more than once the expedition was nearly overwhelmed. They were forced to abandon the project after making it only around two blocks into the city, collecting salvage from the outskirts.

The true threat to the GRD seems to be emerging from the northwest. An expedition was sent to the town of Calhoun to investigate the area and return with any scrap. They did not expect a large amount of trouble as similar expeditions have succeeded in previous years. When they entered the town they found the signs of a large bandit camp being present not long before, and radioed it in immediately. This proved to be just what the enemy was waiting for. Thousands of attackers poured in from all sides, surrounding the town and the expedition was forced to hold up in the center, waiting for relief. Eventually the Enclave did arrive in force, and their bombing and powered armored soldiers were not enough to turn the tide. A number of Enclave troopers were killed and they had to evacuate everyone from the ruins with what weapons they could retrieve. Most of the expedition was killed, and only one other survivor returned from the disaster. She reported that she was freed to tell the world of the Steelmen, the true rulers of the Pitt seeking to claim the Sunshine Wasteland and beyond as their own. They claimed that the Pittmen were only a diversion while they built their power and now they are fully prepared for the best that the Georgia Reclamation District and Enclave can throw at them. The news has spurred panic in the GRD, as many anticipate further attacks.

Governor’s Challenge: The recent diplomatic proposal from the Steelmen has left our council torn in debate (see below). On one hand, if we accept their offer, we would probably be freed from the heavy fighting that refusal would entail. Emissaries from Ranger and Fairmont are highly in favor of accepting the proposal and claim that refusal puts them all at great risk. On the other side, councilors state that paying the Steelmen tribute and allowing them to maraud lands to the south would spur hatred for us from southern factions. How do we respond to their proposal?


Jacksonia
Spoiler :

Jacksonia has continued to grow and develop. A significant amount of merchant activity took place as large sums of materials were dumped onto the open market, bringing prices low and a major profit to the government. There was some concern about this move, but people were confident that continued supply from the trading with the mysterious merchant would help allow production to continue without disruption. That is why it became a major point of question when the mysterious merchant failed to arrive as the months dragged on. He never arrived to pick up surplus food or sell scrap parts to the Fruitlands, and there has been ample distress over the end of this trade among the merchant community. In other news, a luxury car has been developed for the Trans-Jacksonian Railroad, allowing actual travel in comfort rather than just the hastily outfitted boxcars used previously. Prices are high on these cars, but travelers confess it is well worth the price. An expedition was sent out to Egmont Key, guarding the point of approach by sea to the Tampa Bay, and they found a small and aggressive group of people living there. A small battle took place before the island was cleared of supplies and equipment. Scouts report that most of the prewar fortifications are surprisingly intact on the island. They believe that the forts there may have been abandoned before the Great War took place.

Overseer’s Challenge: A representative of “an honest businessman” has arrived in Fort Strength offering a proposal. He would like to open a “special entertainment district” in Fort Freedom. The district would not be designed to appeal to foreign tourists but for local use. He requests that he be allowed to section off a part of town which would be free of various regulations and government questioning or patrol. In exchange, he would provide an upfront “negotiation fee” of 40k Caps and a 25% cut of revenues from the new district. How do we respond to this proposal?


Maritime Collective
Spoiler :

The Maritime Collective did not really accomplish too much but they have become involved in a major trade that has helped spur domestic development. They sold half of their bombers to a sea based merchant, who offered a massive amount of materials in exchange. The Materials were brought in a series of shipments as the merchant came throughout the year to recover the planes he purchased. The materials were quickly turned to domestic production, as a new institute for research and education was established in Pensacola. The facilities there have been developed to a new standard, along with the creation of a new energy reactor. For the first time a new vessel has also been built, as people familiar with the old ship that had been sunk by the Collective in the harbor have built a new one with the Collective’s colors. They hope that this will mark the start of trading overseas.

Mayor’s Challenge: Mirelurks have begun creeping into the area around New Panama and they are threatening caravans and farmers alike. The locals have requested that we deal with the problem and danger. Some have suggested simply sending in the militia to clear the beasts out, while others believe we should simply post a bounty on them as to prevent the loss of any of our own resources in the clearing. How do we respond to this debate?


Mississippi Democratic Republic
Revolution is said to have gained its name because the result is always circular. The ghoul haven of the Mississippi Democratic Republic fell into chaos at the disappearance of the ruler, and the formation of a death cult. The cult, small in size, but large in ambition, believed that death was what was deserved for all of humanity so that others may inherit the earth. They launched a campaign which decimated the stores and supplies of the MDR, and led to explosions across the town. The entire compound was lost to the chaos and destruction, leading to hundreds of deaths immediately in the flame and more in the aftermath. A number of once sane ghouls were driven feral in the after math and nothing remains of the Republic beyond the ruins of a once-promising society.

New Gulf Commonwealth
Spoiler :

The New Gulf Commonwealth has expanded despite temporary setbacks. The food and water shortage continues, but purchased goods have helped make up the shortfall still, allowing the Commonwealth to continue its growth. A raider attack caused extensive damage to the fortifications at Newberry, and they used explosives to devastating effect. The militia managed to rally and push out the raiders with a surprisingly low casualty rate, but a number of independent caravans and immigrants suffered higher losses than the town itself. Expansion came quick with the establishment of new Commonwealth towns in the north, pushing the frontier of the wasteland further north. The first was established as a salvage post in the ruins of Gainesville’s educational center. A second was created on the coast near the old lighthouse of Cedar Key. Walls were put up around the few buildings that remained in the area and the rest of the people who have moved in have established homes of their own. Sadly, the area is reported to be worthless for farming, but the Commonwealth states that Cedar Key will likely act as an invaluable port for exploration and expeditions sent out into the Gulf of Mexico.

Governor’s Challenge: Scandal threatens the governor! An emissary from an “honest businessman” has presented photographs and holotape showing the governor involved in an orgy with a multitude of suspiciously young women and men. If these were made public, it could create a backlash leading to regime change. The businessman has requested the legalization of all chems and the creation of a special economic district in Leesburg in exchange for maintaining the privacy of the information in his possession. He has offered a relatively measly 5k Caps to compensate for any troubles this may cause during the construction. How do we respond to this “proposal”?
 
Sawgrass Tribe
Spoiler :

The Sawgrass Tribe has done its best to continue to thrive in the wasteland. Thankfully they have avoided any hostile encounters or attacks for the time being, and have begun production on their own ammunition for recently acquired weapons. An expedition was sent out to the west to find any new settlements or supplies that could be salvaged for the good of the community. They continued to find that most of the area they were exploring had been thoroughly scoured of scrap and materials by past expeditions and armies. They lost a few people to giant mosquitoes near the ruins of Immokalee, as they attacked during the night when few saw what was taking place. Eventually most of the scrap recovered came from the ruins of Lehigh Acres, before they returned back with their haul.

Sunshine Kingdom

The Sunshine Kingdom has had a quiet start to the year, doing a considerable amount of trading on the open market. The recent surpluses of food have been exchanged for a larger amount of munitions, hoping to secure the frontier of the Kingdom. Production has slowed on plasma weapon production, but the leadership is optimistic that each rifle built is a strong advance in the right direction for national defense. There have been reported skirmishes in Jacksonville, but so far Kingdom forces have not be directly involved, and most of the leadership attended the grand opening of the Sunshine Empress in Universe City without distraction.

They have suggested that the princess be reined in for the good of the kingdom’s political system. How do we respond to this pressure?


Sunshine Trade League

The Sunshine Trade League has continued to face challenge from the New Age Corporation sequestered in northern Jacksonville. Reports of skirmishes throughout the ruins of Jacksonville have resulted in a recall of scavengers to the outpost at Fort Jacksonville. The withdrawal back into shelter has not stopped the New Age Corporates from attacking, as they have maintained a sporadic artillery bombardment of the area. They have begun shelling Fort Jacksonville directly, inflicting casualties, but rarely firing more than one or two shots at a time. This has been loudly decried as a scare tactic, as the Corporation attempts to force a favorable peace in the area. On the home front, the faction continues to gear up for war, building new weapons and ammunition in preparation to take the fight to the Corporate stronghold.

Trade Lord’s Challenge: There has been pressure in Saint Augustine for the Trade Lord to crack down upon an underground fighting league. Business interests argue that a lot is sacrificed on fight nights, because employees show up the next day hungover or beaten up. They want the Trade Lord to stop the fights to help productivity return. How do we respond to these new underground clubs of fighting?


Transmississippian Confederation

The Transmississippian Confederation has launched the construction of a new educational facility for learning and research. The new institute in Wolf’s Lair is hoped to be the foundation of a new era for the Confederation. Expansion has continued on other fronts as the Confederation sought to woo its neighbors and bring them into the fold. Most of the other communities in the area have resisted these attempts but Canton weighed the options and decided to join the Confederation. A large part of this has been said to be the arrival of the Westerlings in the north, a very large and heavily armed group of tribals. As no one is sure of their intentions, the leadership of Canton viewed it necessary to join the Confederation for its own protection.

The largest military operation of the Confederation was a scouting and salvage expedition sent to the south from Headwards. The expedition was mostly a success, revisiting a number of areas in addition to finding new ones. The town of Utica was the first destination and quickly scrapped for everything of value. Scouts did note that the area seemed remarkably flush with vegetation and could be a good farming land. In Terry they found an existing community that seems to be just barely struggling along. Raymond’s hive of giant ants has acted in opposition to the expedition, leading to a small number of deaths and injuries. In the town of Bolton, salvaging interrupted a large group of bears, and shooting them only made them angrier. A few dozen died to the rampaging bears before they finally slowed down and abandoned their vengeful attacks.

Pack Leader’s Challenge: Our investigations in Chairkey Den have led us to believe that people are being removed from the community by a number of other of the tribe’s residents. Our inquisitions have led us against a brick wall of lack of information, but whatever the reason for the disappearances, we believe it to be at the coercion of the rest of the tribe. The Watchful Ones have two suggestions. We could either drop the case completely and preserve the loyalty of the Chairkey people or continue the investigation and risk alienating them. How do we proceed?


Universal Reclamation Project

The Universal Reclamation Project has remained focused on the grand opening of the Sunshine Empress Hotel as the year begins. After heated preparations and hiring has been completed, representatives from around the Sunshine Wasteland arrived for the gala event. While no heads of state were in attendance, beyond those from Edgewood, it was still a wealthy and illustrious crowd that entered into the hotel. The whole display was very well received from the audience, and even many of the workers, who have bought into the scheme of shares and received their own portion of the profits. A new lottery has similarly been opened, and while most local residents have avoided it, the game has become popular among outsiders. So far it has failed to make a profit, as the expenses of rewards outweigh the number of people buying tickets.

Master of Ceremonies’ Challenge: As the hotels bring in more revenue than ever and we seem to have touched into an untapped market of luxury, our people have begun to protest the level of taxes placed upon them. They argue, with some justification, that because of the large amounts of money being made for the government from the Sunshine Empress, they should no longer need to continue taxation. They have become a bit unruly and even the honest businessman has advised that we should accede to their demands. How do we respond?


Vault 79
Vault 79 is an unique experiment in the annals of Vault-Tec. Rather than construct a full sized vault, elaborate caverns were dug out under the earth and sophisticated canals were built to connect them all. People were able to sail their yachts and private vessels straight into the vault from a door built on the Mississippi River when war broke out. Sections of the vault itself were connected by canals and elaborate ferry systems, rather than standard vault hallways. Some were concerned that the structure would be durable enough to withstand nuclear impact, but it did and the dwellers have survived ever since. The canal system below has been referred to as the “sunless sea” and the vault dwellers have become very experienced at handling their craft in confined conditions. Now, they feel a bit more prepared to take on the world outside of the vault doors.
Overseer’s Challenge:

We are prepared to open one or both of the vault doors to begin our exploration of the wastelands. Our people have advocated for various approaches to our entry into the wasteland. Some suggest we should sail out, unopposed, into the Mississippi River, showing our naval strength to the wasteland. Others suggest a more cautious approach of exiting through the landside door and making sure there are no obstructions in the Mississippi. Still others say we should do both at once. How do we respond to this debate?


Workers’ Republic of the Reclamation
Spoiler :

The Workers’ Republic of the Reclamation has continued construction in various regions, hoping to bring civilization back the wasteland. New fortifications were constructed in Sipa, helping to defend the young town against the hazards of Augusta. Many of these hazards were stirred up as a large expedition was sent into Fort Gordon to clear out the highly hostile base defenses active in the region. The operation was a success, but many decried the loss of life for relatively little return. Other salvage undertakings proved more successful in Savannah and Augusta, returning plenty of scrap and construction materials to the good of the Reclamation. With the construction of a new water station in Viracocha, people are beginning to feel even more optimistic about the growth of the Republic. Some are concerned about the growing presence of the Georgia Reclamation District to the west and the formation of the Alliance of Free Georgia. They fear that a conflict between the two factions could quickly spill over into the Republic.

@theDright: Just to make things clear: because of the unique structure of your vault, there is a series of interlocking underground canals that will take you out to the Mississippi River, where an additional vault door exists. Therefore the boats can go out on the river for future explorations.

@Polyblank: Partial purchases of supplies is not permitted. All purchases must be in the units as listed above. I.e. You can only sell or buy 100 Food at a time. This is for my own sanity.

@Dunebear: based on my estimates, Athens would be just barely out of range for the howitzer in Oakwood. You may have to come up with a new strategy or move the howitzer closer. To answer your question, I am assuming the range on a howitzer is around 15 miles.

Yeah, the Traveler is definitely getting his own thread shortly after the posting of this update. Too much work going back for orders and so forth. Also noticed a bunch of diplomacy I missed previously to doing the update. Sorry about that.
