There are achievements, and the theory is that they are in alphabetical order.
There are two achievements that are still unclear and they are listed between Portugal and Zulu.

Because there are no mystery achievements between B and I.

I defer to those who have taken the trouble to demonstrate the likelihood of Venice. It seems most likely them and the Sioux. But it is nice to see a few other names bandied around if only as something to feed the fancy. Scythia would be fun for a mod...

Well, it's only a theory of course, but both Indonesia and Morocco fits with the theory (the theory was known before they were released).

In short:

As you can see there are two achievements missing between Portugal and the Zulu. That's why we think the remainging civs have names that start with a letter between the P and the Z.
Before there were also two civs missing between Brasil and Poland, which have been filled by Indonesia and Morocco.

But again, it's only a theory that they are in alphabetical order. Although a very plausible theory, it looks like they are in alphabetical order and Morocco and Indonesia have fitted nicely in this theory.

You missed three of the most likely non Venice Euro civs that fit - The Tatars (Golden Horde), the Vandals and the Visigoths. Also Transylvania and Wallachia who both could still exist (and who doesn't want Vlad the Impaler to make all other leaders look calm and reasonable)

You also left off the Shawnee and Pueblo (who may have only changed leaders)

Sorry but the poll is way too small and omits too many of the genuine contenders.

It wouldn't require replacing any of the city-states. And it would be just like Firaxis to try and throw us off the trail by not including Venice in any screenshots... just saying...

I was hoping for the Swiss because I think a UA of something like a Neutral State would be neat. I think that would be something very exciting and different for the game. I guess that Venice and Sioux would have to do.

The Visigoths don't stand a chance. If they were to be represented, they'd be as Goths ('visigoths' means 'west goths'). I don't believe the Vandals could possibly be in either. Why not the Suevi, while we're at it?

Visigoths, Goths are like Huns.
For this I think don't have a chances.
Romania or Walacchia may be more original and Venice is perfect for this expansion.
