I really think the FMV-games in the mid 90s should be given some slack. If used wisely and in moderation, FMV could really enhance the experience of a game. For example, the high council in Civ 2 was awesome! So in Civ 5 we finally have the leaders speaking. The next logical step is also for them to replace the cartoony animated leaders with actual actors, properly dressed up and fitting for the part. I think it would be great, but sadly with people today just looking at FMV as a dated thing of the past, they fail to see the potential that still in 2010, would give a far more immersive and enjoyable encounter with the leaders...
 
Ironic as it is, having animated leaders rather than actors gives the game a more realistic feel. You know that when you are interacting with actors, they are not the real deal, but when you are interacting with animations, then for some reason it does seem more like you are actually engaging in diplomacy with historical figures.
