On side note only other thing using <iFreeSpecialist>-1 are your education pseudobuildings.
Those with this tag are unlocked at Sedentary/Medieval/Industrial and so on Lifestyle Tags.

Probably this was what @Dancing Hoskuld noticed - he let city slip into second level of negative education.
He could been playing with Complex Traits without Developing Traits or something like that - some traits may be present in leaders.
Nope, unfortunately! I usually play with no traits at all. It was in a brand new city and only brand new cities that I noticed it. I had the wonder that gives the extra population so I would find the city with 2 pop but only one population available to work the plots.

Are you using the 1 City Tile Start option?
 
Since shortly after it came out. I am still in two minds on it. A couple of extra storytellers will usually pop the first ring.
Thank you. It came close to being eliminated just a short while ago.
 
No need to Eliminate it, I Really like it as it simulates the limited power a new place would have on it's surrounding area, I don't think I Haven't used it since I've been able to play with it, it adds a hurdle that isn't artificial even if with certain things you can alleviate it later on in the game, it also makes the +Pop Wonders be less decisive initially, and possibly even not needed when the extra pop ends up starving, which while the wonder would have less use I Do appreciate because it's less straight forward
 
Ah, i thought "on by default" would remove the option to select.

The Village Hall give one free specialist.
But it is allways a Merchant.
If i deselect the Merchant i can not choose anyone else.
Is this right so ?
If it is right,why not wright in the descripton "Give one free Merchant" ?

Some buildings provide specialist slots. If you build a healer's hut I believe you'll be able to assign that free specialist to do a doctor job.
 
Now i am missing the Pillage Button ,but i can not remember if the Cats have it ,or not ,but i think , with 60% certitude, it should be possible to pillage with the Cats....

my two cents they shouldn't as they're an Animal unit, but Idk about if ingame it's missing the option due to bug or feature, Did you try to see if another unit does have it (i.e. a warrior)?

I don't think they are supposed to be able to. Cats don't generally go around destroying buildings and stealing stuff from people. I mean, they're *******s, yeah, but usually more about pushing things off of tables and counters and knocking over computer monitors and so on. And of course they do sneak, hunt and kill very effectively. But yes, this is an intentional deficiency for them as they are already the strongest stealth attacking unit in the game for their eras.
