You can claim cities from non-participants as usual, only winners of the war are excepted from claims, so that part is working as intended.

I just tried to reproduce this and the goal worked for me. Note that with all of these goals, you are supposed to be in control of the number of buildings required when the last one is built. Just building and losing them afterwards is not sufficient (and would especially make the cathedral goals much easier if you try to game it). So if that was the case for you, this is working as intended. Otherwise, I'd need a save of the specific situation (turn before the third mosque completes).

The spawn mechanic has always been funky, can't wait until I will be able to rewrite it.Something i noticed about Persia with the most recent SVN. Shush flips on turn 2 rather than turn 3. As a result, Zoroastrianism is founded in Shush instead of Parsa.
Edit: restarted and this time Shush flipped on turn 3 as normal. Weird.
Hmm, maybe I can make the criteria a bit more broad by also including civs that are at war with every ally of the war leader of either side.I'm speaking without the book here, but they joined the same war against us and are not at war with each other. That's an alliance to me. And it's not like before Military Tradition you can't have warallies.
