Question: it could be used to grow population on metropolis, but if I want to make it obsolete (with Socialism, in example) what happens?

Guessing as an ex-programmer (and having some small sense of how Firaxis does things), I'd say that once the "increase population" flag is set for a city, it stays that way, unless perhaps the population then falls below the threshold -- Anybody know from experience?
