First off, the policy of this site is the appropriate one, and the behavior of the mods on this topic (from a newcomer's point of view, at least) is entirely correct. If there are any complaints regarding the availability of the the game manual in .pdf for download, they should be laid squarely at the feet of Take 2/Firaxis.
That being said, as a legitimate owner of the game, it is annoying to not be technically allowed to download a .pdf copy to peruse while I'm at work. Moreover, the restriction seems silly given the ease with which I found a copy online without even resorting to the so-called "warez scene."
This is not unusual, however. Essentially every software release I have used that attempts to defeat piracy does so in a way that annoys me to a greater or lesser extent (from those obnoxious code wheels they used to use to MS' product activation to the really fairly minor annoyance of needing the game CD in the drive). It is frustrating to pay for a piece of software, and because you've paid, be hassled more than the people that just stole it.
Not that this is a pet peeve of mine, or anything.
