Yes it is a percentage but it's not a limited one as it's a value that is used in a contested check against the Spy's abilities. It can certainly get out of hand but there should be as much consideration for buildings that would weaken espionage defense as well. I know one building that reduces espionage defense is the Barber Shop (apparently this is where lips loosen and rumors tend to abound. Makes sense to me...)

Keep in mind that all powerplants needed to be experimental before everyone build them. What they do now with the Fusion Reactors is just what we would call "researching Fusion" in game.

Tomorrow I will start to add electricity values to the existing buildings, so it shouldn't be THAT long until the property is in place (I hope). So you can give them stats with property values. I think 1 Property Point = 1 MW is good to start, right?

On cooking:- Books specifically on cooking don't appear common until about 1000 AD in the west. Before (and after) that cooking recipes occur in other books with other subjects. These are called Miscellanies. One of my most popular dishes I do for people comes from a 13th century miscellany from Iceland. There are exceptions with a few Roman and Greek books mostly about cooking but even then they were from a philosophy or health perspective. Same goes for religious traditions about food preparation and restrictions ie they were more about health and safety pre refrigeration in hot climes.

So maybe change Cookbooks at Alphabet to something else eg Local Recipe. Books are more in line with Literature anyway.

The point is don't make things too specific where tools are concerned. There are a LOT of tools the human race have developed and it could be hell managing them all as resources. But tools can also become useful equipments so we might want to start thinking about them in more specific terms than we have so far.

I keep forgetting we have an equipment mod! I think Tools should be placed in the following Categories based on function :
