Perhaps it is time for you to stop being too prideful and instead think of the good of your nation. I don't like the idea of anyone being able to build my ship designs. I think ship designs should only be producible with permission.
 
Well here's the deal. Unlike in the modern day and most of the twentieth century, ships are not all identical to each other when they are part of the same class. I use the class system ONLY because it's easier than dealing with hundreds of different, named ships. All these ships are individually built in unique manner, and thus ALL are different from each other. Therefore, if someone is building "your" ships, they're only mimicking the design in terms of point emphasis in their own harbors. The Naval Quality requirement is due to the ability of a nation to have actual shipyards capable of achieving the mimickry required to create ships of a similar vein.

If you think 19th century naval warfare is all about the biggest ships with the most guns you can go right ahead and waste your money. :p
 
Most of my knowledge of naval warfare at this time comes from Total War, the Civiapedia, and like 3 battles in the US Civil War, so I'm kind of just applying the tactics that worked for me in other eras.

So it would seem I am totally lost.
 
If you're going to get involved in the naval aspect of the NES, even though Poland really has no real need to do such, you should probably learn about the era's naval technologies and tactics/strategies.
 
This is about the 40-hour warning to get those orders in.
