Captured Spy Not Returned after Defeating Civ [reproducible]

Good Afternoon:

In version 1.0.0.26, my spy was captured by an opposing civ (Scythia). I then went to war and conquered them, and the spy was not returned when the last city was captured. I cannot retrieve the spy or build a replacement spy. I expected the spy to be returned when I defeated the civ.

The save file is one attack away from conquering Scythia.

England had captured my Spy, I captured her last city, spy is still listed in the Espionage list as "captured by England" and I cannot contact her of course to get it back because she's gone off the map.

I sent a spy to Norway's capital and he was captured after a failed mission. Harald asked too much to release my spy so he's still in jail. Latter, I kill off Harald but my spy stuck somewhere!

I think a cooler idea would be taking over the city where the spy was captured results in a 50% chance of rescuing the spy or causing his death. Or at minimum when you defeat a nation your spy should be killed.

Any solution that would either return the captured spy ("our hero spy has been liberated!") or killed the spy, freeing up the spy slot so you could build a new spy ("sadly, our hero spy died"), would be better than the permanent spy-less limbo that exists now.
