Financial Situation Abroad

The United States Treasury along with the Securities and Exchange Commission have been working diligently to minimize the impact of the deteriorating economic conditions abroad on the American economy. The following actions are being taken immediately to maintain the stability of the real and financial sectors.
The Treasury will provide short term bridge loans directly to financial institutions affected by the decline of asset prices abroad in order to maintain liquidity in the financial markets. We are committed to maintaining the normal flow of capital throughout the American economy.
The Treasury will further provide capital to real sector firms hurt as a result of the deterioration of liquidity by purchasing short-term commercial paper. The main goal of the Treasury is to maintain the normal operations of the American real economy and to provide immediate relief to the firms affected by the deterioration of their capital positions.
The Treasury will, should it be required, provide the necessary assistance to American trading partners in Germany, Spain, and Brazil in order to maintain the integrity of the world economic system. Emergency short term loans will be made available to the governments of Germany, Spain, and Brazil, should they be required.
The Treasury and the SEC continue to monitor the economic situation as it develops.
The Conflict in Haiti

The United States expresses its deep alarm at the needless civilian casualties of the conflict in Haiti. It is the responsibility of every sovereign government to behave in a responsible manner and to respect human life and human rights.
We condemn in the strongest terms possible the actions of the government of Rafael Trujillo and call for his immediate removal from power. The United States is prepared to take all actions necessary to protect the lives and human rights of the people of Haiti.
We further call for am immediate and unconditional termination of hostilities between Haiti, the Dominican Republic, and the Caribbean Federation. The escalation of the conflict by the Caribbean Federation is dangerous and irresponsible and the United States is suspending formal diplomatic and trade relations with the Caribbean Federation pending the resolution of this issue.
The primary goal of the United States has been, and remains, the safety of American citizens and vessels in the Caribbean and the United States will take measures necessary to achieve this goal.

The United States expresses its condolences to the Australian people for the loss of Governor General Stanley Bruce. We remember him fondly as a friend and a strong leader for the Australian people.
We hope that the cooperation that begun between the United States and Australia under his leadership will continue and we look forward to working with your government in the future.
