We fail to see why our nation should surrender in a war that we are winning. Our armies in the West are at the gates of Rome and our armies in the East have succeeded in our plan of allowing the Austrian generals overstretch themselves while our forces cut them off from supply. In the sea our ships have devastated the Austrian navy and Austrian shipping against incredible odds. Our successes in this war will continue and Syndicalism will prevail.
We instead offer the Italian people the opportunity to remove Austrian influence from Italian lands. Already the Austrians have begun taking a harsher stance against the Italian people and we believe that it will only get worse if we do not stop them now.

We are not at war with the Italian people. Just the people that will force her to become an extension of France. As we said if your people will fight us an honorable manner by wearing uniforms, then we will accept their surrenders in an honorable manner. If they are going to act like savages and hide amongst the civilians then we will treat them like savages.
If you think have score some major victories you are fools. You naval victory resulted in the elimination of your surface fleet. We are beating you badly and we have not even committed our entire army to the effort. We have not attacked you near Rome because the Italian Reserve divisions have kept your pathetic main armies in check. Your little actions have no consequences on our master plan. We can still resupply by sea and you can keep jamming our radios because in spite of the rumors you might have heard, we do not run the day to day war from Austria. All military commands are handled through a localized central command structure.
We will continue to do as we have been doing. Choose where we are going to fight and win.

@Condor: You do not have Heavy Tanks research, first of all. Secondly, heavy tanks aren't divisions, they just improve your armor capabilities. You don't even have Early Tank technology, so I put the IC into that research, if you wanted to get tanks.

We merely initiated a lend-lease program to help the French, never initiating in any actions apart from those ships traded with FRENCH crews under FRENCH naval admiriality.
But it seems the capitalists wish to bring down a world in flames. It is my solemn duty for this nation's best interests to declare that, as of this moment, a state war exists between the Union of Great Britain and the United States of America.
God have mercy on our souls, and bring our troops home safe. We will protyect our government, which the people willingly instated, from American imperialism. I believe the word which must be echoed, by all soldiers of the Union, is the following; 'Dammit if we intend to surrender!'

This hostile action, combined with the open assistance provided by Britain to France, and British refusal to negotiate or explain the incident at Brest led the United States to believe that Britain was already at war with the United States. At the very least Britain was most certainly acting as such.
The United States has no intentions to depose the government of Britain or, in fact, to receive anything at all from Britain. As stated previously, the only intention of the United States is to defend the sovereignty and territorial integrity of Italy. As long as Britain refrains from taking part in this war, and, of course, apologizes for the Brest incident, the United States will cease hostile actions.
