Sorry if this is a stupid question, but how do I actually start a game where techs beyond modern can also be researched?

It should be the default.
I think there is a game option that activates/deactivates those techs but it is invisible and off by default. If it is on for you, it might be a remnant from another mod. Try starting a Play Now game. That should reset all the options to default and you can then do a normal custom game with that option off as it should be.

I installed this mod and when I run it from the mod loader screen the game quits and starts loading the mod for a few seconds and then... nothing, I am just at the desktop. Anyone know how I can fix this?

The FIRST time you load this it usually takes about FIVE minutes to load. If you leave your PC on then it will only take a minute to load after that.

But its not even loading. I told it to load and left the PC for 10mins and nothing happened.

Mine takes longer than that, but the ratio is right that once its been loaded its much easier to re-load game. This is helpful when I load mod changes and then have to reload after i fix bugs.

However if I reload from an exported SVN it typically takes just as long as if I had just turned on my computer. No to mention SVN exporting takes a while to do too.

Actually you dont have to export anymore with the NEW SVN, just copy and paste, just making sure that the ONE file SVN is not in the copied area. So actually no need for any Exporting anymore.
 
Its installed here: C:\Program Files (x86)\Firaxis Games\Sid Meier's Civilization 4\Beyond the Sword\Mods\Caveman2Cosmos
Check the folder you mention here and make sure there are several subfolders (but not another folder named Caveman2Cosmos).

There is Assets, Auotolog, Docs, Private Maps, Sources, and User settings folders. There is also some config files, some Icons, an app, a readme, and a HTML file.

Folder structure looks ok then.
Make sure the Windows user you are using has writing rights in there (or try with Admin rights once).
You can also check in the task manager if the BeyondtheSword.exe is still running or has quit after you selected that it should load the mod.

After I select load a mod it doesn't appear on the task manager at all, so weird.
