I have a question since Prussia was NPCed the first turn does it still spend its income or do they just do nothing? I am just curious because I did ask you to NPC me the first turn.

They do nothing, butg would have done something if they had neededed to. I.e. if France had invaded, i would have spent your eco on divisions, but other than that....
