I have found upon several occasions that after a city finishes production and a notification icon appears on the right of the screen that clicking on it doesnt open the menu. In all cases all my units had made their move already. I tried to save and reopen but still it wouldnt appear. I found that if I moved a unit that had been "fortified" upon that units move the menu would popup on its own and the game would move forward. I have only played as Geroge Washington as of yet, but suspect this isnt limited to any one particular civ. Sorry if this is a duplicate report, I didnt see this posted when I checked.
