City-States putting out "contracts" on rivals?

How often will that happen? I'm planning on playing as Greece my first time (good ancient/classical units and a bonus with city-states), but I've heard (in several interviews) that city-states will put out "contracts" on rival city-states.

It's going to make it hard to get on good terms with a lot of city-states if you develop a reputation for attacking them. :-(

There are rival city states which give you the mission to invade the other.

But from what I have seen you would have the option to ignore that and just give both massive sums of gold and then you have both as friends/allies.

You might not have massive sums of gold. Capture 1 and get a city and an ally for little gold.
