Ladies, gentlemen, citizens of Metro, first I would like to thank you for joining me on this nice and cool day. As you surely know, our city has seen better days. Much better days. Though we approve of Council's attempts at bringing order to it, it still has a long way to go. The lack of central authority in previous years has lead to criminals and drug lords ruling the streets. These people care not for you, but instead the quick buck they make selling you illicit commodities and theft of your possessions. We at the Metro Soviet don't want these men around, and surely you don't too. That is why the Metro Soviet is making it its duty to bring the order.
Now, if you would take a look behind me. These two police officers, paid, supplied, and employed by the Soviet, are what is protecting you from the disorder others wish to bring. They only seek to protect you and your family. They only wish to bring order to a city which needs it. The only people they will harm is the people who seek to harm you. However, unless something happens soon we will reach a roadblock. No matter how hard we or the Council tries, no matter how many police officers we have available, and no matter how many of these vile men are imprisoned, order can not be brought to a people who don't want it. Order must first be sought by the people. And surely you want this order after all these years of disorder? So as long as you support our officers and keep calm, they will be able to do what is best for you.
