Leader: Pol Pot
UA: Brother Number 1: Gain golden age points whenever a Great Person spawns. All units gain a +10% combat bonus during golden ages.
UU: Khmer Rouge: Unlike the Infantry it replaces, the Khmer Rouge gains a +20% combat bonus when attacking from jungle or forest, however, destroys jungle or forest if on the tile for more than two turns.
UI: Killing Field: Unlocked at Military Science and only able to be built on flat ground next to a city, the Killing Field reduces unhappiness in the city it is built next to and gives +2 production but reduces population and science production.

UA - To Save Humanity from Hell
First World Congress started in your city automatically. 2 liberated city grant you 1 Delegates in WC (triggered once per city). Starting from first WC, get 20% to -20% global culture modifier, and +10 to -10 additional delegates depending on how much percentage of foreign civilization is at peace. Can only declare war to sanctioned civ.
UU - Peacekeepers (Infantry/Mechanized Infantry)
Doesn't upgrade, but inherted unit strength of MI after researching prerequired tech. Can repair improvement and expended to build Peacekeeping Mission building (+1 delegate to you, +25% city Defense, +4 Food, and +2 Gold to the owner) in friendly, at war civilization's (or city states) city (maximum 3 at any time). This building is removed after city's owner is in peace in 20 turn, along with all the bonuses.
UU - Development Commitee (Great Merchant)
Can be expended in any city, doesn't grant money. Instead, grant temporary (30 turn, scaled with gamespeed) Production bonus when building non-military building, instant Food lump, boost in relation with all civ (provided you don't use DC on your own city), and +1 (stationary, untransformable into Spy) Diplomat as long as the mission is active
I think I might go along with this edit. Thanks for the suggestion. I've been away longer than I intended to my CiV so my memory about the whole mechanic shebang seemed a bit rusty. The better way to do it would say it's a UB and then say that your spies can do x thing if they have the UB in the capital or whatever
Cold War can be a touchy subject, so its best that we write what we know, hahaNatan with Israel, kul with Indonesia... So naturally, me with Philippines.
