Quechua can't get city garrison! So I'm disallowing that, nice try though.

Bowman instead of a Quecha and Axeman instead of an archer... Bowman gets +50% on cities, +25% on hills (or the other way around...) and +50% vs. melee units. Is this right?

My answer was:

Bowman in a hill city with +125 defence (Chichen Itza, defence seems capped at 125) vs a barb warrior across a river on settler difficulty with CG3, Guerilla2, Shock, and fortified with +25.

There might be a better one involving anti tank on a forested hill fort facing a tank attacking from a boat, but the barb bonus won't apply then.

What, you mean you don't get amphibious barbarian tank invasions?
 
No, only amphibious war elephants when I use the Attacko barbarians mod.
 
In what situation can you have the highest combat odds? If this has been asked already (I don't remember), someone else can ask...

Btw, first strikes are excluded because they can not be calculated.
 
I ruled out barbs attacking from a boat but I saw a screenshot of a galley dropping off barbs before.

Um... displayed odds except pretend 100% isn't the max.

Maybe I could phrase it like this:
What is the biggest difference you can have between two unit's strength? This includes promotions, units special abilities and the terrain.

And yes, full health units.

I really have no idea as to the answer, so I'll just through something out. 563%, with a Mod. Armor vs. Barb Warrior. That is my contribution for the question. Did I get it right?!?

Yeah, I don't see why I couldn't do it now:

The two units are a Mechanized Infantry and a Warrior.
The Mechanized Infantry sits on a forested hill and a Warrior sits on a city in the desert.

Now, you just have to figure out the promotions.
 
The terrain from which the units attacks is useless.

Otherwise:
- combat 1-6
- City raider 1-3
- shock
- city garrison 3

I know MA cannot get shock or CG 3, but it can get another +10% with barrage I believe.
Which makes:
Mech inf: 32*1.75 against 2/2.1 (factor 58.8)
MA: 40*1.75 against 2/1.85 (factor 64.75)
