Graph theory huh? Too loong since I did that but I think you need to find the number of edges in the complete graph of order 11 but then remove any edges where the vassal would be DoWing the master.

The number of edges in a complete graph of order 11 is 55 by the way.

Formula: n(n-1)/2

3 masters, but only 2 sides via a defensive pact. the biggest number for 11 civs is 6*5 = 30 (considering only one civ declared war).

if all civs (3 masters) can declare war to each other then : 4*4+4*3+4*3 = 40
 
11 civs, 3 masters.

Let's make:

- master A + 2 vassals
- master B + 3 vassals
- master C + 3 vassals

A declares war on B, so there are 3*4 warhorns (A + 2 vassals make different DoW on B and all his 3 vassals).

B has a def pact with C, or bribes him into the war, so C + 3 vassals declare on A + 2 vassals. So there are 4*3 more warhorns.

Total = 24 warhorns.


Not sure if it's different with different vassal combinations, so let's make:

- master A + 6 vassals
- master B + 1 vassal
- master C + 1 vassal

A + 6 declares war vs B+1 --> 7*2 warhorns.

B has def pact with C, so C+1 declares war vs A + 6 and there are 2*7 extra warhorns.

Ugh, now total is 28.

Now my brain is imploding and I'm not sure if a different vassal combination would net a higher total.
And, of course, I'm not sure about my math.


edit: I'm assuming the player is one of the 3 masters.
 
Those are 12 civs.
A. 1+7
B. 1+1
C. 1+1


AP scenario with 11 civs is 28 again, I think.

If B (1 vassal) and C (1 vassal) are brothers in faith and A (6 vassals) is a heaten, and they force a war with the AP, we have 28 warhorns.

Vladstrutzu gave the right answer, but the explaination is a bit weak.

Ai Shizuka was on the right track with his calculations.
There are 2 more possible outcomes besides 24 and 28, 18 and 30.

 
Let's see if I understand what happened there.

- Charlie declares vs you (Qin) and your vassal Churchill.
- You have def pact with Fred, so he declares vs Charlie.
- Mansa, Hannibal and Nap are Fred's vassals, declaring vs Charlie as well.
- Sury, Pacal, Saladin and Zara are Charlie's vassals. They declare on you. Fred and vassals declare on them via defensive pact.

So:
- Charlie + 4
- Fred + 3
- You + 1

Charlie DoW you: 5*2 = 10 warhorns
Fred DoW Charlie: 4*5 = 20 warhorns

Oh well, didn't consider this combination.

Stone - walls/dun, castle/citadel, synagogue, cathedral.
