Here's a difficult one.

What connects the following civs: Celtia, Japan, Ethiopia and Rome? America may qualify as well... Boudica is the only female leader in the game with this feature anyway...

EDIT: I'm going to rule out America because of Washington.

EDIT2: I'm surprised Rome qualifies, I thought they would be disallowed for the same reason Alexander of Greece doesn't qualify.

Bingo, the only civs where all leaders aren't wearing headgear. Washington has a wig on. Asoka has some sort of headband or else India would be in as well.

Pretty sure it scales to map size, and I believe 3 is Normal. Could be wrong though.
