The unit is part of a group, you told the group to skip a turn, and with the "Wait at end of turn" option turned off, you moved on to the next turn?
 
Unit isn't part of a group either.
 
I thought I had to answer the question and not guess your answer :D
 
The unit boarded a ship, which could reach a city or fort tile in one turn, but the ship (a military unit) did not move, so the unit is now stuck on an unmoving ship.
 
Sorry, my question wasn't thought through enough for all the possibilities ;)

No forts are involved and no military units do anything, that should be enough to go on.

EDIT: No ships are involved either.

Does it involve any air units, or is this scenario restricted to land?
 
Ramesses is getting warmer. It doesn't involve rebasing a unit though.
 
Damn, air combat is not my forte. I guess I'll let someone else take this then.
 
Nope rolo, no upgrades are involved either.

The only units that do something are workers, and they don't do anything to do with making or destroying forts.
 
Wait, one more answer.

The unit moved somewhere else instead, so now it can't move to the tile that it originally saw that it could move to.
 
Nope, the unit hasn't moved. Some workers do stuff not involving a fort, and the unit can't then get to where it was going.

I could have worded it less ambiguously but then it wouldn't have been as fun ;)
