yes. Did you want me to actually tell you what it was?
 
Not in unmodded game. Max withdrawn is coded in XML to be 90% . If a promo can give a unit more than 90% withdrawn ability, it will simply not appear in the interface.
 
oh, ok ... sub (50%) with flanking I (+10%), II (+20%) and Tactics (+30%) ... that is 110% chance of withdrawl - nice.

edit: duh - a trick question?
 
I've tried to get 100% withdraw chance using a submarine + GG.
And I couldn't, so Rolo is right unless Ruff can prove otherwise.
 
Letting DanF ( a much more habilitaded person) to speak
GlobalDefines.xml has
<DefineName>MAX_WITHDRAWAL_PROBABILITY</DefineName>
<iDefineIntVal>90</iDefineIntVal>

so you can't give a unit a promotion which would push it over the 90% (Max is Sub with Flanking 1 + Tactics = 90%).
Still good enough for a lot of XP milk.

hang on a minute ... I have the UB for holland in for the +1H while Matthew5117 has the UB for Portugal in for the +1C. You cannot have them both ...

so ... 2F, 5C, 3H
or ... 2F, 6C, 1H
 
Oh, I didn't know the feitoria added 1 coin per water square. Then it'd be 3/3/6 for the dutch or 3/2/7 for the Portugese (with a financial leader).
