Yeah Oil yumyum:) can't even be coastal.
The upgrade works, but breaks stuff - the unit cannot be given any further promotion after that.

Oh, ah! There's been a lot of criticism over that on the forums recently. I can't believe I didn't think of the answer earlier!!!

AI's can already see everything on the planet.

To my knowledge, these requirements don't change based on game speed or civilization/leader traits. Just to be safe though, don't take any of those factors into account.
