But it would take much extra work to make the lists dynamic.

A plan for the future: Maybe GPs could be tied to provinces? That would make it the most realistic of all. We'd need to know their area of work and any civ controlling that area could spawn this GP. By now the work seems great, can't wait to see RFCE 1.1 with all these stuff
