With all the speculations that the last unrevealed leader is Shaka, this also doesn't seem so unlikely, as I can't see him having two personas somehow (but then again, I don't know much besides clichés about him).

Couldn't it easily just be Frederick and Himiko? I admit I don't know much about Himiko to make 2 different personas for her, but that would seem more likely than Shaka.
Well, I'll rather choose Yamatai Himiko and Tenno Himiko for her personas. Not because of mass media like anime, just for her historical part and symbolic part.
As a historical queen of Yamatai, she was not an actual ancestor of Japanese Emperors. She was just a leader of the strongest faction within the ancient Japan. Under her reign, Yamatai ruled the small states and became the first Japanese faction which introduced itself to the regional diplomacy of East Asia. But it slowly replaced with the successors, so Himiko's legacy was transferred to the another families: finally the Emperors of Japan.
On the other hand, after the concept of "eternal blood line of Emperors" established, the historians need to prove that the every rulers of ancient Japan had blood ties with nowadays Emperor. Himiko didn't, so they decided to remove her story. Her reign and legacy partially handed over to fictional Emperors - especially Empress Jingu, who become a symbolic icon of the Japanese expansion. But ironically, this decision unintentionally caused the result that Himiko become very famous in modern Japan. She never was an Empress(Tenno) nor a family of the Emperors, but later people made her the Empress and the ancestor of them. Tenno Himiko may be a good expression of Japanese Emperors, dodging the controversial modern Emperors.

The new Dev Diary has leaders between Confucius and Harriet Tubman, and Isabella and Lafayette. Frederick the Great looks like takes the first slot, leaving an Isa-, J-, K-, or La- leader taking the second (with someone having a persona).
My guess is Jose Rizal getting revolutionary/reformist personas, with reformist being the base game. I hope if they do, that they put "Noli Me Tangere" and "El Filibusterismo" (his famous novels that got Spain really mad) as either ability or agenda names. If they don't, they might be "Laong Laan" and "Dimasalang" (his pen names when writing for a newspaper) instead.

Only possible indication I can think of are the white awnings in Maurya and Mongolia game guides, which made me think Mughal (but Nur or Shah Jahan might be a stretch). Maybe Kublai Khan? Plenty of Bugandan guys start with a K. I also would like Jose Rizal, finally an artist in the squad. I suppose that it won’t be a European anyway. At least for the sake of all things holy I hope it’s not.

The last four (five?) leaders who have led an in game civ irl have been released at the same time (Catherine + Russia, Lafayette + France, Pachacuti + Inca, Franklin/Tubman + America). This pattern tells me we're either going to get Prussia/Germany with Old Fritz revealed, or if not that, maybe Britain with the last unknown leader.
