Does anyone know when the Civilization 7 mod development tools will be released? These tools are desperately needed to balance the official bad gameplay data for our PVP! If Civilization 7 does not release development tools or no longer supports mods, we will no longer purchase this game. Greetings from Chinese players!
 
Let's not jump to conclusions on the gameplay data, there's a lot yet to learn before release.

That said, I agree with what Nikolai II said. My hope is that at least some modding tools are released concurrent with VII. But I don't believe we've officially heard either way.
 
There is already confirmation that Civ VII will support mods. We don't know all that much, but I do believe they already said that fundamentally, they'll work much the same way as they did in Civ VI.
 
for civ6 they were released a few months after the game.

that won't prevent the first mods to be out sooner if the framework is similar to civ6 (and we'll have DLC examples for the "how to")

Don't you think you will need a few weeks of solo play to master more or less the news mechanics? Since PVP games tends to be timed, having new environment won't be enjoyable (or having 10 minutes turns the time the slowest player has time to read everything....).

Likewise, to balance civs/leader, you need at least some data on strengths/weakness beforehand... That will take time (and an unasuming bonus may prove to be strong when used correctly), so there is no need to have modding available day one...

I don't think they meant they had "data" about this already haha

Firaxis will probably not have perfect competitive mp balancing even after patches. There'll be an NQmod/Lekmod/BBG for Civ 7 for sure.

the UI and database files aren't packed, base game or DLC.

database include the modifier framework which was one of the most used feature for modding civ6.

UI is JS, and there are a lot of UI mods already.

the art is mostly packed, but adding/editing 2D art (like icons) is possible.

3D assets and their definitions (scale, animations) are packed and not moddable until the SDK is released (I suppose)

Gameplay script doesn't seem possible at the time, or maybe by using UI script, which may lead to desync in MP, and ATM there are less methods exposed to script than civ6 AFAIK
