You are AstoTech, right? You are the only faction that starts with two techs, one of them in the second column. To compensate you are the de facto Tokugawa of this mod. I already pity the first player that crosses your path. :lol:
 
Ok, seems I need to change population to trigger recalculation and get my palace commerce. Will redo my turn.

It is, on the other hand, the same for everyone else too. One issue that makes it uneven is that one civilizations (AstroTech, as mentioned above) has a UB that directly adds to a yield value and this will therefore affect them more. AstroTech is already considered to be somewhat weak (their trait is generally considered to be not great and their UU is one of the two that is weaker in direct combat than the original version) and this only makes that worse.

After reading two times, I see there is no actual solution to this except Citizen Automaton, which is already there.

:lol: If you read even further than that, you might even know now that the Capitol Commerce is only missing the first turn. The whole population-reassigning-making-you-lose-building-yields-the-first-turn-after-loading-a-save issue is btw solved now, it is actually the whole reason version 1.82/3 was released when it was.
