I'm not even sure if that works with this mod. Besides, many players here aren't very experienced with this mod yet, and they could use the extra time getting accustomed to it.
You both are right. There is no advance start option and I am guessing no espionage either. And yes quick option is a good idea, to make this game more dynamic and intense.
Capitol does indeed not give Espionage Points, but there is the Security Agency building which provides one per turn and +100% Espionage. The Police State civic gives a faction wide boost of 20% to it and of course there is a slider too.

For the last time, eight players is not a lot, and it is not going to take forever. >.< Eight players is slightly above average, yes, but that's still less than half the number of players of my very first PBEM. I'm pretty sure we can manage 2-3 turns per week easily.

For the record, I have never played the original mod, and most likely won't before we start. I'll work on getting the new mod installed. I fully expect to be horrible in this one, so I will vassalize quickly with the right offer
