So it's a civ. A civ with a UA that is usually found in policy trees. Having systematically gone through all the possible civs, I'm going to go with Sweden.

Nobody got it right after 10 guesses. I apologize for the rather obscure first clue. Only Shoshone gets 6 "men" instead of 12 in their starting unit. The policy that is similar to great expanse is order's patriotic war.
