coastal grids

up to how many grids away from the coast can be considered a coastal city?
does it have to be in the same grid, or can it be 1 grid away to like produce naval ships etc?

You need to be touching the coast - a coast must be within one of the 8 inner tiles. But then there are canals... and I have no clue about canals. So it's a good question but for most of the game that's your answer.
 
Canals are not factored when considering coastal. Additionally, a body of water must contain a minimum numbers of water tiles in order for a coastal city, on that body of water, to build naval units.
 
I don't think it's a trick, but ships can pass through forts. If you build them on narrow strips of land, up to 2 of them, ships can pass through land. Very helpful on archipelago maps, where you can buld them so ships can pass throug your bigger islands without having to go all the way around.
