Hey, trust me (although I'm not working on CL:IV at all,) when I started modding the CL stuff, it was pretty harsh. We got a lot of help from other teams, and that has got us to where we are.
Here's a couple of pointers to help you out (bear in mind that I am making these blind. I have not seen your mod because I don't have CivBE. So they are not criticism, just advice.)
Make friends with the seasoned modders, guys like LastSword, Leugi, JFD, Tomatekh, Sukritact, Pouakai. If they let you, get their steam names. You'd be amazed how much time you can save by asking someone seasoned how to do things. Especially with Lua. I don't think I've made any mods without help from someone else in the community that isn't on my team. My rivals are the primary source of anything great in my mods.
Art makes downloads. For that reason, you really can get dependent on artists, and you should treat them well. Janboruta is one of the major reasons why JFD's mods are popular. He also pushed us into the spotlight by doing our Canada civ's leaderscreen. We've basically just ridden the wave of that mod into the future for our other mods.
Collaborate, collaborate, collaborate: Colonialist Legacies is also a 2- or 3-man team, basically. Except that we always have an extensive roster of collabs going -- coders, artists, modelers, design guys, even guys who step in and check to make sure we're not committing some cultural gaff or other.
