Colonization Policy

Its early game and I have only the capital playing as Trajan on King. Building a settler and I have the Colonization Policy with is 50% cogs toward settler production however when I check I have 7 cogs (5 from tiles and 2 from palace) and that is all that is going to my settler. Settler's per the civilopedia costs 80 cogs which is also what I'm showing. So as far as I can tell I'm getting no benefit whatsoever from this policy?

Thought I would add that my government is Chiefdom. I finished the settler that was in production when I chose that policy and just to test things out started a new settler with the policy in place and same thing.....no benefit from the policy that I can detect.
 
It may not show the additional cogs on the city screen (since that is arguably just the city's "raw" production, not its boosted production), but how many turns does it show to completion of the settler? If you are generating 7 cogs per turn, you would expect the settler to take 12 turns (80/7 = 11.4 turns). How many turns to completion does the game show?
 
@Browd Right, I noticed exactly what you're talking about with a different policy (50% increase for melee and range units), so I'm guessing that is what the deal is with Settlers as well, just haven't had a chance to test it yet. Somewhat confusing eh? I will edit my original post as soon as I verify it's wrong. Thanks for your response.
 
The worse thing is that numbers describing turns to finish production/city growth aren't updating instantly, sometimes you have to wait until next turn, so it's very hard to plan anything.
