I might start by looking at Diplomacy or Achievements. To see what's already there the path, at least for me, is C:\Program Files (x86)\GOG Galaxy\Games\Civilization IV Complete\Civ4Colonization\Mods. Next you enter the name of your mod: in my case We-ThePeople-4.1. That extends the path to \WeThePeople-4.1\Assets\XML\Text.

After all that you can look at CIV4GameText_Colonization_DiplomacyText_utf8 to check how the French sounds. Right click to open it in Notepad++.

If it's all good in that file, move on to the next. When you find something that's not quite right, post your suggestion. Chances are good it will be used.
