While the United States has and will continue to maintain a policy of neutrality towards the Japanese Empire and her activities in East Asia, we cannot in good conscience tolerate the presence of Japanese combat forces in the Americas. We expect that the units you are sending to Brazil are not indeed full combat units but rather merely instructors, officers, and technical advisors connected to those units. If that is the case, the United States has no objections to Japan's training the Brazilian army; but if Japanese combat forces are being stationed in the Western Hemisphere, I will be forced to reconsider the American stance in Asia and the Pacific, and the continued free trade of oil and steel to Japan. Furthermore, in the event that Japanese military personnel engage in direct combat in South America, the United States will have no choice but to honor our obligations under the Monroe Doctrine and intervene militarilly against you. Is this understood?
