Regional Structure of the Kingdom of Tartessos
The size of the Kingdom made governing the further away lands a very hard thing. It would be the institution of the Consejos Regionales what would allow the Kingdom to better organise its resources and give more effective orders.
For this, the country was divided in several regions, according to the next chart:
Tingitania (Yellow): its capital is Tanger, controls the Canary Islands and Cape Verde, trade with Songhai is held in this region.
Cartagenia (Orange): its capital is Cartago, it's a very important naval and army base, economic hub of Tartessian North Africa.
Libinia (Sandy Yellow): its capital is Oran, controls Malta, holds one of the Guerrilleros training camps.
Lusitana (Dark Brown): its capital is Oporto, controls Madeira, trade with the Empire of the Rising Sun is done in here.
Capitolina (Green): its capital is Tartesia, the most important city of the country. Has the Temple of Gaia on its soil. Wine is made in the center of this zone.
Granatensis (Olive Green): its capital is Iliberri. The most productive region in regards to olivas and oliva oil. Holds one Guerrilleros training camp in Sierra Nevada.
Campustella (Blue): its capital is Campustelania, shares border with Florida through the city of Corunia, has the biggest alligator farms in the country, from where material for the army's armours are picked.
Vasconia (Light Grey): its capital is Leon, the best wine of the country is made here.
Arán (Light Green): its capital is Valentia, controls the Balear Archipelago, many fruit trees are grown in here.
Cerdania (Pale Blue): its capital is Marseilla, it's main industry is fishing, although the Carrara marble quarries are also a very important source of money.
Borgonia (Rose): its capital is Burdeos, also makes an excellent wine.
Corsardinia (Purple): its capital is Kalaras, formed by the islands of Corcega and Sardinia.
Sicilia (Red): its capital is Messina, it was before the independent nation of Sicilia, although its inhabitants don't wish to go back to independence.
Irlanda (Dark Grey): its capital is Dublina, the most recent region added to the Kingdom, it holds the biggest flocks of sheeps and cows.
Each region would be lead by one Consejo Regional, and the Alto Consejo del Reino would also act as the Consejo Regional for the region of Capitolina.

@sp1023: The charges indicate how many times the wonder will upgrade your forces before it goes obsolete. It was the only way to balance it for the cost (that or make it cost over 50 gold).

Emperor Obama reforms the Empire
The last century the Empire has grown very big. In order to keep it stable and governable Emperor Obama has decided to divide the Empire in regions. Each region shall be ruled by a Zulu Warchief. The regions will be allowed to form a militia to guarantuee safety and provide protection for its inhabitants. Emperor Obama expects that domestic trade will flourish as a result of the new region system.
Five regions will be formed: Zulu, Kalahari, Congo, Kenia and Uganda
Construction of massive irrigation system started
Large parts of the Empire consist of dry desert or other dry terrain types. The new irrigation system shall provide water to these dry lands. It will turn lifeless desert into fertile farmlands.

Davo, governador of the region of Irlanda, smiled. It was the seventieth anniversary of the landing of the first colones that would populate the island of Eire, as the Channelites called it, but it had been renamed Irlanda when it became obvious that Tartessos had been the only holder of lands in the whole island, thus making it a part of the Kingdom.
Dublinia, placed in the eastern coast of the small island, was a very new city, hardly fifty years old, which was nothing when compared to the thousand years of Cartago, Messina, London and, above all, Tartesia. However, the grasslands surrounding the city and the small houses gave the city a special touch that would be hard to find in other places of the Kingdom.
Now, the newest orders received from the Alto Consejo told him that he would have to start finding people that were willing to travel further than ever. He was slightly surprised, as that was a signal that the Alto Consejo wanted to expand Tartessian influence a bit further away, which meant searching people that wanted to leave these lands and embark on a ship towards an unknown destiny.
He would have to look among the youngest people, because they were always keen on trying new things and having adventures, and he supposed that there was no greater adventure than travelling and settling in a new city.

A Special Report on Iced CreamToday we have just arrived at 'Edinburg' to research the claims of a Man who said he frozen cream and made it a commen snack. He also claims that the secret to this treat are very thick parchment that only he provides and a special salt mined at the nearby "Split of Eltiland". Suspicious of illegal cheating, we investigated the area.
We found the road to the city full of tourists and a large carved rock proclaiming the "Iced Cream Capital in the World"! Our artist drew a painting of one of this treat from a ventor's shop. At first we are afraid this is a fraud, but we where proved sweetly wrong.
The man, Gelbert, tells us his story:
I was hunting with my Milkbag full of milk because I said "I can drink milk days after it is supposed to sour!" So anyway, I tried to put ice in it because I noticed in winter it lasts longer.
Later after drinking it I found the ice to cold, I used another sack to keep the ice on the outside. I put some salt in so by the time I rest again it will be melted and I won't have to sleep on a icy mess.
I was surprised that when I opened it, the cream has frozen.

Koryo had undergone a period of extreme growth. This was followed with a period of innactivity. This had enlarged the coffers of the Koryo government by no small amount. Nothing costly to expend their fortunes on.
Then, the Emperor of Koryo had an idea. Emperor Byzantis, it was. He said "My JugguhNOTs are pretty BA.... However, we are in a new erra. We have advanced quite far since the JugguhNOT was necessary."
He then came up with an idea... The "JugguhNOTaught", which will be a complete revamping of the JugguhNOT idea.... But way more BA. You will see when you turn the page of history, look at the templates, and see the description of said BA JugguhNOTaughts.
Aside from that... The money was spent... And on various projects to strengthen the Empire of Koryo.
Oh yeah... koryo had always been polytheistic, but here... Let's delve into it for a couple minutes....
