Is a Whipped unit by Forced Labor supposed to start with the Mercenary Promotion? I just whipped a Galley with 1 population and it has the mercenary promotion.
 
I'll fix it.
 
New commit:
- fixed the Mercenary promotion to only be applied to units rushed with gold
- changed the Phoenician UP so that their units do not receive the Mercenary promotion
- fixed Qin Shi Huangdi's background

- reduced Congress bribery costs
- fixed a bug where in certain situations the AI would not even consider to vote on a claim
- made it easier to have a valid claim on another civ's city
- the AI takes its own expansion targets better into account when voting on a claim
 
AI Carthage?
 
I'm doing right now a game with Babylon and carthage collapsed because of greece as always.
 
Overpowered because its units don't get the mercenary promotion? You still need the money to rush the units and it really isn't that awesome of an ability, not like general winter, for example
 
OP for the human player. Normally it's a 2:gold:=1:hammers: purchase, plus an extra 2:gold: per turn maintenance. But for the Carthagian, it's a 1:gold:=1:hammers: purchase with no extra maintenance.

What are you waiting for? Go out and buy yours! It's only five-ninety-nine!
 
I agree. Otherwise they can just hire all the mercenaries and then switch to other Military Civics.
 
Normal mercenaries don't exist anymore.
 
The Japanese UP isn't working for me right now. Japanese units are taking the same amount of XP to promote as everyone else.

That effect was accidentally removed when BUG was included, therefore: new commit:
- fixed the first Iranian UHv goal
- fixed the Japanese UP

(I have also changed the way the Japanese UP scales.)
