At the start of the Duma, that was the rule. After a request from two people who wanted to vote but didn't want to be in the Duma like me, citis changed the rule to where you can vote without being part of the Duma.

That is an outrageous abuse of executive power! He was not in any way or had any intention of blackmailing. This is just an example of how corrupt the government has become. Even the czar is in the pocket of Gridor Rusan! If you truly love Russia, then I invite you to travel to our new headquarters in London, where I will lead the inaugural address of the first Russian National Convention. If you cannot afford the fare, then I will personally pay for your travel expenses. Compatriots, I implore you to join our cause. Eventually, we will be able to restore Russia to its former glory, they way things should be.

OOC: I (or Tchernin as you claim) didn't even say that his vote would not count. But the fact is it does not. Even if it gets XIP elected, that is one less vote they have in Duma, and so his vote counts for nothing when it comes to passing actual legislation.

I suggest this is only going to add to the grumbling on "the street" that the Tsar is subverting the functioning of democracy and the Duma at every turn, while continuing his autocratic excesses.

Well Christmas is a national holiday and there's no official religion in America I voted against it because secularism is the best choice and always will be the best choice because we need the research. Also, it was a joke Plus, you don't need to be Christian to celebrate Christmas as a family, holiday type thing. My Muslim girlfriend celebrates it with her family.
