A little GM announcement. It appears to me that the CSA have gamed the mobilization system by fulfilling its alliance obligations with Great Britain, but staging a de-facto armistice with the Union via back channels. I originally assumed they were using it as a way to better prepare for defensive war against the Union, but it appears to me they planned to sign a peace treaty as soon as possible. That would be ok, had they not received benefits from economic mobilization last turn, which I triggered for them under my false assumptions. Therefore, please expect certain game-balancing events to take place next turn in the heart of Dixie, reflecting Southron nationalists and patriots' outrage over actions of their "scallywag president."

The world isn't broken and neither is this game. :)

Yesterday's news from Greece is truly historic, and it raises questions about whether there might just be light at the end of the tunnel. It is impossible not to be tantalized by the potential of these events to change the course of Greece's history. What's important, however, is that we focus on what this means to the people. The media seems too caught up in worrying about their own skins to pay attention to how their people are doing. Just call it missing the tables for the wood. The government's decision to unilaterally abolish its social safety net and throw many of its own senior citizens into the streets to starve to death may seem inhumane to some, but in truth its the first of many courageous moves needed to revitalize the flagging Greek economy and state, and in the long-run the citizens will thank the government.

When thinking about the ongoing troubles, it's important to remember three things: One, people don't behave like horse sellers, so attempts to treat them as such inevitably look foolish. Horse sellers never suddenly set up a black market for Russian medicines. In the face of hardship the Greeks are able to innovate, prosper, and import badly needed goods from abroad at cut-throat prices by Russian corporations or Italian cartels. Two, Greece has spent decades being batted back and forth between colonial powers, so a mindset of peace and stability will seem foreign and strange. What is for them the natural back and forth of their culture and society may seem to us like a constant stream of riots and simmering discontent. And three, capitalism is an extraordinarily powerful idea: If democracy is Greece's ironing board, then capitalism is certainly its flowerpot. And when you combine the two you get an omelette as long as you're okay breaking a few knees and traditions.

When I was in Greece last June, I was amazed by the people's basic desire for a stable life, and that tells me two things. It tells me that the citizens of Greece have no shortage of human capital, and that is a good beginning to grow from. Second, it tells me that people in Greece are just like people anywhere else on this flat earth of ours. Greek labor has immense potential, if properly employed in productive pursuits, so long as the Greeks continue to invest in lowering their standard of living and quality of life so as to be as cheap as possible to employ. If local production costs manufacturers pennies, then they will be able to turn a tidy profit and rebuild the country through sustained, low tax investments.

So what should we do about the chaos in Greece? Well, it's easier to start with what we should not do. We should not ignore the problem and pretend it will go away. Beyond that, we need to be careful to nurture these first inklings of a liberal, modern society. The opportunity is there, but I worry that the path to peace is so narrow that Greece will have to move down it very slowly. And of course Athens needs to cooperate with us. The Greek government needs to remember its place in the wider world.

Speaking with a small business entrepreneur from the large Italian community here, I asked him if there was any message that he wanted me to carry back home with me. He pondered for a second, and then smiled and said, "Ta matia sou dekatessera", which is a local saying that means roughly, "Keep your eyes open at all times." Wise advice, as anyone knows, because the Italians are quick to identify and exploit any opportunities they can find: that's part of why one finds them all over Greece nowadays.

I don't know what Greece will be like a few years from now, but I do know that it will remain true to its cultural heritage, even if it looks very different from the country we see now. I know this because, through all the disorder, the people still haven't lost sight of their dreams. Their dream of life, liberty, and property, not stagnation and retirement pensions. The people of Greece, in line with their culture, want to build their own prosperity, not receive a government hand out.

Federal Intelligence Bureau XIII, Exceptional Circumstances

Relax friends, come! Shrug off those heavy coats. Out there, the world is cold and miserable with men dying in some godforsaken hedge rows and winter airs. There will likely be no holiday cheers this year, unless you went to one of those concerts. Amazing what some immigrants and blue collared men and women can do with left over industrial equipment and pot lids.

Now, you may be wondering what exactly you are doing here, considering there are only 12 Federal intelligence sections and bureaus and Bureau XIII does not exist. I can assure you, we most certainly exist. As an official organization, certainly, we are somewhat new in the Federation, but the mission objective that this bureau will henceforth handle has been handled by others in unofficial capacity since the founding of the Federation.

What is our mission objective? What is it that we do? It is quite simple, gentlemen. From now on, you will be in charge of putting a price on human life. What does that mean? Allow me to explain further. Let us start with the official title of the bureau: Bureau of Exceptional Circumstances. Out there in the world, we have a perception of reality that is, generally speaking, commonly held by our populace. These are simple expectations and opinions that, put together, forms a coherent vision of what I term, 'normalcy.' These expectations and opinions aren't some grandiose political dogmas or philosophical thought, of course. These are genuinely, but deceptively, simple hopes and opinions: that butcher shop will still be open tomorrow, laws should be obeyed whenever possible, human life is priceless, etc.

Sometimes, however, a situation arises in which 'normalcy' is shattered and circumstances change in radical manner. Analyzing such a situation is the role of Bureau XIII. As you've surely noticed during the course of our work for the Federation, our own people are capable of committing awful, terrible acts on one another. Police brutality, public violence, corruption, assassinations, and acts of war are just few on the list of examples that the Federation is capable of committing and have done so. As a member of this bureau, you will have full clearance to all of the Federation's archives, all of our documents, and all of our correspondences. You shall analyze the daily acts of horror and breach of normalcy that occurs regularly within the Federation and you shall consider whether it was acceptable.

Note the term: acceptable. Very few, if any, of the cases you shall analyze will ever be justifiable. We are not asking the question of whether or not any particular acts of brutality can ever be justified in the context of 'normalcy.' We are asking the question of whether or not these acts were 'acceptable' in the light of the 'exceptional circumstances' that the individuals involved found themselves in. You shall analyze every document, every assassinations, every sabotage, and every terrorist acts and determine whether or not they fulfilled the objective of pursuing the greater good for the federation or if they failed or were outright shameful and petty acts of evil.

Greater Good. Evil. If we acknowledge that a 'greater good' and 'evil' exists, then we must also acknowledge that there is a lesser good, and multiple distinct levels of goods that can be compared to one another. Quantifying this and balancing the moral costs of Federation's actions are your jobs from henceforth. Do you understand what this means? To quantify and balance the Federations actions, you must know the moral costs of violence against an individual or oppression against groups. To know this, we must be able to put a price on human lives.

You shall consider yourselves investigators at large, moving between assignments and various units around the Federation. You shall ask the participants and yourself in these assignments and units why certain acts are being committed. If you feel what they are doing is excessive, unnecessary, or just plainly wrong, you shall inform each other and us in the bureau. From here, we will arrange for further interviews and investigations against such persons. Then words will spread from the right place within our bureaucracy, and those deemed to have acted wrongly will receive reprimands. Or their pay will be docked. Or they will be given reassignments to a place where they will be unable to cause further damage. Or their information will be leaked to the judicial branch for them to be given trials.

Or they will be shot for their crimes.

Remember that the Federation serves the people who have put their faith in our banners. Its nature as a state protects the people living within its borders from the harshest of slavery or fiercest of invaders, but its monopoly on violence requires that it be protected from itself if necessary. We balance the evils so that in the long run, brutality and violence is minimized. No pressure.

For today, however, relax and congratulate yourselves at being among the few chosen. I believe they got a batch of good frankfurters with Bavarian beer in the banquet hall...
