In the interests of stability and prosperity in Europe, Russia proposes the following 6-point peace plan.

1) An immediate end to hostilities between all combatants, formally declared or not.

2) A Government of National Unity between the Liberal Government in Madrid and the PICT in Barcelona.

3) An end to the ban on Communist and Monarchist parties that agree to abide by the ceasefire in Article 1.

4) A referendum on the status of the monarchy, organized according to the timetable set by the National Unity Government.

5) The expulsion of the influence of international criminal syndicates from Iberia, including but not limited to the Italian Mafia.

6) The maintenance of Iberia's territorial integrity, notwithstanding any autonomous governments or territories.

The Commune of France agrees to all the points listed with the following clarifications and proposed amendments:

That (2) make equal allowance for the representatives of the so-called Spanish State (guaranteeing a tripartite peace).
That (4) be managed explicitly by the Provisional Government and in a definite timetable.
That (5) be accompanied by a detailed elucidation of all the illegal properties and foreign nationals governing said international criminal cells.

The Commune of France shall recognize the rights of the Balearics at the behest of the Taiping, with the caveat that this island is claimed as sovereign territory by the People's Republic of Iberia. Therefore, it will be our responsibility to arbitrate their status multilaterally.

The British Royal Commonwealth no longer recognises the Iberian Republic as it is now obviously a puppet of the Illegitimate State. All Iberian diplomatic staff will be ejected from our country and sent to Rome, the capital of the Illegitimate State. Iberian citizens will not be ejected from the country and may apply for temporary visas as long as the instability in Iberia continues.

The British Royal Commonwealth, being a major power, would like to request observer status at the Saint Petersburg conference. We will not attend the conference if any representatives of the Illegitimate State are invited to the conference, until such a time is that they issue a legitimate apology and Her Royal Majesty’s honour is restored.

No referendums on the status of the Spanish monarchy will take place either, as the Iberian Popular Revolution spoke volumes on the desires of the people.

If this means the Republic will die under the boots of invaders, so be it. The Peninsula was a graveyard of the Napoleonic Empire, and the Iberian Republic is ready to help history to repeat itself.

The Republic is clearly an illegitimate political entity and a puppet of Italian corporate interests. No such agreement under these terms can be acceptable. We are assuming that considering that the Iberian Republic refuses to recognize an entity called People's Republic of Iberia, they consider this an effort to claim Balearics away from the Iberian Republic.

Foreign Minister Charles Kuhn shall be making arrangements to evacuate non-essential personnel of North German Embassy in Madrid for their own safety. The ambassador shall remain and will act as a line of communication with the North German Federation or whoever will be answering the telegram in Frankfurt in a few months.

We principally blame the Italian Republic's bellicose diplomacy against signatories of England, Porto Brazil, and France for allowing the situation in Iberia to degenerate to this chaotic tragedy, and commend the Russian Commonwealth's apparently failed effort to maintain calm and peace in Europe even as they busy themselves with annexation of Crimea.

The Petrograd Surrender

Even as dozens of Russian regiments march into Crimea in order to 'liberate' the province by threat of force and violence the likes of which Europe has not seen since the days of Napoleon, the diplomats of the Russian Commonwealth conducted a heroic effort to prevent war and bloodshed in Europe through peace conference in Petrograd. The immediate issues with the Russian plan for peace became apparent when Italy, without even awaiting or seeking confirmation of willingness to negotiate for peace from neither our colleagues in the Silent Palace of Rio nor the Possibilists of the Commune of France, immediately issued an ultimatum to both governments.

Russian foreign ministry made no effort to calm the Italians, no doubt wagering that the pressure would force the Portuguese and French government into the negotiating table, much as they forced the Ottoman Empire and our Federation into a negotiating table at Riga through force of arms in recent history. This of course, failed, as it was customary in France and PB to ignore Italian threats of war for the past few years.

Any hope that peace effort would actually be realized was betrayed when Russia unveiled their six step plan for peace, in which they have, in order,

1. Demanded that the Iberian Republican government in Madrid should coalition with the very opposition government currently leading a supposed separatist movement in Catalonia

2. Demanded that the government of Madrid retract its ban of Communist and Monarchist parties

3. Demanded Madrid to consider an installation of a monarch to Iberia

And subsequently, after a revision,

4. Demanded that the government of Madrid coalition with the very opposition government currently leading yet another supposed separatist movement in Galicia

5. Allowed the separatist People's Republic of Iberia to lay claim on the Balearics without comment

6. Allowed Taiping Mandate's movement to secure said islands in the Mediterranean without comment

Effectively surrendering the entire nation of Iberia to the hands of the Communard and Portuguese-lead movements.

The Iberian Republic rightfully balked at such flagrant disrespect for their national sovereignty and walked out of the peace conference altogether. The matter was not at all helped by the Italian Republic's continued flagrantly bellicose diplomacy against our allies in England. One such remark by an Italian diplomat in Petrograd incensed the British ambassador to such a degree that we believe that the entire British nation is clamoring for renewed warfare against the 'upstart brats of Italy,' starting with their allies in Iberia.

With North German Federation's own effort in helping France and Portugal into the negotiating table in Petrograd betrayed by Russian desire to dictate ideal forms of government in Europe, we here at Berlin Daily can only hope that sanity prevails in Paris and Rio and a reasonable outcome to the Spanish conflict be found.

We are not happy with the Taiping action. However for the moment we will tolerate it and are open to a diplomatic solution, once the larger conflicts are solved.

The government of Her Most Imperial and Royal Majesty wishes to extend its gratitude to Russia for its attempt to resolve the crisis with minimal bloodshed. However, it is clear that the criminals in Madrid are determined to continue receiving their bribes, extortion fees, and other ill-gotten gains; they would rather sacrifice the blood of tens of thousands of Spaniards for their greed rather than negotiate in good faith. Pity.

As of this moment, Portugal-Brazil offers a six-month ceasefire to the Republic of Italy, and the 'People's Republic of Iberia' in hopes of negotiating a long term solution to the issues at hand. We also reach out to the Commune of France to negotiate a treaty in hopes of maintaining the fragile but still peaceful relationship between our nations. This offer does not apply to the so-called 'Republic of Iberia' and the criminals who run it in Madrid; they have shown themselves to be unwilling to negotiate and it is clear that they must be shown the error of their ways by force of arms.

Further, the Twin Crowns of Portugal and Brazil notes that at this time, the war is currently limited to the Iberian peninsula; an entirely local affair. Though the Silent Court appreciates the entreaties from eager allies that wish to fight in a war to restore honor and Christendom to Spain, we believe this war to be a trivial matter not worth their time. Should the belligerents choose to further escalate this conflict, we may be forced to re-examine our position and put down the offending party like a rabid dog.

The Ottoman Empire denounces all parties involved. We denounce the actual gangsters! We denounce the political gangsters! We denounce the catholic gangsters! Every government that lays claim to ruling the state of Iberia is an illegitimate government run by gangsters for gangsters, and this entire affair is a farce and a tragedy brought on by the preening of Europeans ever so insecurely scrambling for purchase and influence.
