The signatory powers of North German Federation, Royal British Commonwealth, Netherlands, Sardinia Piedmont, Republic of Italy, and Princely Confederation of Bavaria, Rhine, and Austria, acknowledging the destructive nature of the conflict in Europe for all parties, hereby agree to peace between the warring parties under the following terms.

  1. The Commune of France shall agree to pay reparations to the Princely Confederation a sum not exceeding [150 human, economic, intellectual, and manufacturing capital].
  2. Commune of France shall agree to pay reparation to the Republic of Italy a sum not exceeding [30 human, economic, intellectual, and manufacturing capital]
  3. A demilitarized zone will be established along the Dutch and the two German borders, defined by Calais-Saint-Quentin-Verdun-Neufchateau-Besancon. Violation of this demilitarized zone may be deemed an act of war against the signed parties of the treaty.
  4. The signatory powers and the Commune of France, acknowledging the undesirability of further armed conflict between the powers involved, hereby agree to the following.
    1. Provision of arms and financial support to groups deemed terrorist, rebel, or criminal by the governments of the signed parties shall be deemed illegal by the eyes of this Treaty.
    2. Promotion of groups, individuals, and political parties in other signatory states that promote lawful and peaceful dialogue and which does not agitate for explicitly violent act against another individual or the state, engender hatred against ethnic groups, and other such malcontent behavior will be tolerated, although a limit shall be placed on funding such organizations. (Cap shall be roughly placed at around 3-5 missions)
    3. Violation of the above two terms by either the signatory powers or France may be deemed a highly aggressive act destabilizing the state of peace in Europe, and may necessitate a coordinated response to enact justice against the offending party.
  5. A pact of non-aggression shall be signed between the signatory powers, the nation of Switzerland, and France, to last the duration of 15 years.

Due to a diplomatic hiccup the treaty is on hold until further information can be gathered - and if needed more negotiations will take place.

In the eyes of the North German Federation, the treaty is already signed and peace have already been declared. Treaty cannot be put on hold simply because some power which was not involved throughout the drafting process had issues with the final product--any complaints levied by the Union government against the French government must be resolved between the two as a private issue.

While minor concession may be afforded on the interests of peace, breach of agreement will be construed as an act of war against the signatory powers. NGF insists that the negotiation regarding the fate of Union ships in French port must occur separately as a negotiation between the Union, English, and French government and not involve the other signatory powers. France is, of course, free to give Union ships safe harbor--we shall accept that as part of the armistice, as long as the Union ships are not provided ammunition or their weaponry and armored hull refitted or repaired as per articles 4.1 and 4.2. If Union would want anything else, then it must be the one to approach England with the plans and courses of actions that will be equitable to both England and the Union.

To Hungary
From Russia

Do we need to clear any articles of our drafted treaty with the North American government or are you capable of conducting your own sovereign diplomacy?

EDIT:

Treaty of Bucharest

Ending the war between the
Parliamentary Republic of Hungary and the
Coalition Powers, consisting of Directorial Russia, North German Federation, Austria-Bavaria, Republic of Italy, Poland, and the Kingdom of Illyria.

  • Mutual abandonment of claims by the Austrian and Hungarian branches of the House of Habsburg on each other.
  • Reparations from Hungary to Austria-Bavaria in suitable amounts for the aggression that started this conflict. These amounts are to be negotiated among the (NPC) nations separately from this treaty.
  • Transfer of the province of Slavonia to the Kingdom of Illyria.
  • Transfer of the northern komitats, colloquially "Slovakia" to Poland, to ensure its future security against invasion.
  • With the exception of the two southernmost, Hungarian-majority districts (Komáromi járás/Komárno District and Dunaszerdahelyi járás/Dunajská Streda District).
  • Minorities groups in these komitats, whether transferred to Poland or remaining under Hungarian governance, will be secured the right to their own language and customs, and that there be no attempts by the state to evict inhabitants from their homes.
  • A formal end to Hungarian political and military control of the Romanian Domnate, recognizing its new sovereignty.

From Hungary
To Directorial Russia

We never had any relations to the North-American Union state in the first state, so we negotiate only for ourselves and by ourselves.

Treaty of Bucharest is Signed by the NGF.

The treaty of Bucharest is signed by Austria-Bavaria and Hungary (reparations are TBD and will come as a part of the update).

The issue has been resolved between France and North Germany.

France signs the treaty.

Based on out-of-forum communication, Communard France is now also an NPC.

From Communard France
To the world
CC: British Royal Commonwealth, Union of North America

The Commune of Communes has been dissolved by patriotic, pacifistic army units, and a number of tribuns appointed by it are now facing charges of counter-revolutionary activity, imperialism, militarism, and corruption of Communard values. A new parliamentary organ called the Plebean Council has been established to oversee its functions, and a new position of Plebean Praetor is established to function as a head of the state. Comprised primarily of Possibilist delegates, the Plebean Council has elected a prominent moderate Communard Paul Brousse to be the first acting Plebean Praetor.

With these political changes, Communard France wishes to reiterate its commitment to peace in Europe and across the world, and wishes to confirm its signature under the Treaty of Luxembourg. It also hopes that the British Royal Commonwealth will sign the document as well, ending the unnecessary bloodshed of the Second Atlantic War. The Plebean Praetor also wishes to announce its neutrality in the war between Great Britain and the Union of North America. North-American warships are free to remain in French ports, but only as long as they do not use them as bases for military activities. If Admiral Dewey and his fleet wish to continue hostilities against the Royal Commonwealth, the people of France wish them luck, but ask them to leave French harbors.

GM announcements:

1. You've all now received your tech research options. Have fun.
2. Order deadlines have been set. Yeah, I know some of you have already submitted orders, but elephants travel with the speed of the slowest elephant, which is me.
  • Early orders deadline for Update 6, i.e., all economic, domestic, and diplomatic orders are due by: March 12, 2018, 9 am CST
  • Late orders deadline for Update 6, i.e., all military orders are due by: March 19, 2018, 11 pm CST.
3. New request for all early orders submitters. For each part of your orders that you wish to get an early order bonus, please mark it as Committed. Committed orders cannot be changed, units from them cannot be allocated to other tasks later. If you wish to keep your options flexible for some of your orders, just don't mark them as Committed. However, in that case I just treat such orders as regular orders, no early submission bonuses or penalties. (That helps me with running early order calculation without going insane.)
