I like obsolete´s idea with the spy points on Hanni (and the thing with the undefended city)...

And drafting a rifle for the undefended city seems a good idea...

. The temple Sal of is an nice boni too, once we capture it...). But I would leave the decision to CellKu, when and how many missionaries he is building, because right now military units (mainly cannons, rifles we can draft) are the most important, followed by gallons and frigates...
