Delay on rebel upgrades

I've found it a bit odd/irritating that my giant slave rebellion stacks are able to arm themselves with guns faster than my actual army can. Has there ever been consideration to adding a lag period between the tech and their upgrades? Since it can make it so that slavery/serfdom is soft locked by Flintlock, and going with them past it can lead to a wide empires collapse due to firearm irregulars immediately chewing through what were literally yesterdays top tier holdouts.
 
I wonder if the AI realises the risks it takes with researching it and not having the better units in their cities to protect against uprisings.

They can't do it faster. They get guns at the exact same tech that you can build irregulars = enlist people with their own guns without caring to arm them. Ability to build irregulars means people are able to get their hands on guns relatively en masse without being armed by the state. The rebels are literally the same people who would form an irregulars unit to protect their city.

Never saw AI get into major trouble with slave/serf rebels. If anything, compared to real history, there is not enough trouble - as IRL (at least in Europe) this was the era of major peasant uprisings, and for roughly the same reason (not the reason for uprising themselves, but their severity) - guns ending the dominance of nobility on the battlefield, making it easier for rebels to form fighting forces able to stand to contemporary armies.

Anyway, always nice to see players complaining about the stuff that their historical counterparts might have been complaining about in almost the same words :lol:

I was not complaining. I was just wondering whether the AI knew to upgrade their defences in time to deal with the more serious uprisings. I know that in the original game, the AI would sometimes not upgrade their forces for a while after a new technology came along.

Not you, that was more related to the original post. And yes, I feel AI is rather diligent when it comes to upgrades in RI, including snoozing research for a while to get the money necessary.
