Matthias' Conqueror persona is currently in the game. Maria Theresa and Franz Joseph could work as joint leaders with an Austria civ.

Carol I could be a cool alternative to Vlad Tepes (no Dracula though. that can be for the magic and myth mode i have in mind)I'm sure if we ever get Romania or a similar civ, it will be led by Vlad Tepes, but TBH I'd love to see a Romanian civ without the slightest hint of reference to vampires. I could see Romania occupying a similar niche as Civ6's Georgia: a civ that emphasizes faith, culture, and turtling.

Abilities:
Stalwart: All enemy spy activity in your territory is halved in effectiveness. Any former city of yours occupied by an enemy civ takes twice the power as normal to occupy. Enemy cultural influence on your cities is halved. You get a free spy when spies become available.
Adaptability: The cost of researching new civics is raised by 1/3rd from normal, unless they're already researched by a Civilization your are in contact with, in which case the cost is lowered by 1/3rd from normal. The cost of changing to a different civic is free if a Civ neighboring your territory also implements that civic.

While I do appreciate that Tito had the nerve to tell Stalin where he could stuff himself, he still falls under the category of megalomaniacal 20th century despots who are better left omitted.Yeah but the entire point is to get Tito into the game!
