Buttresses are found all over Now, but the first "Gothic" church using them was the Church of St Denis, in Paris, France in 1136 CE.
Since the buttress' (flying buttress, to be exact) is just an architectural feature of a building, I suggest a better candidate for this would be something like Buttressed Cathedral or Gothic Cathedral (even though, of course, both of those are found all over Europe as well) which supplies both Faith Points when built and also possibly Production Points because of the extra expertise among the master builders from erecting these structures - French masons and builders were hired to put up structures all over Europe in the late Medieval period, after all.

Unique Ability: Beside the Golden Door: Whenever a nation has -2 happiness (a new happiness system will be in place), America takes one of its population and places it into a random city, giving that city more production. If this goes on for 3 turns then America gets a great person, and so on.
Unique Unit: Pioneer: Settler that can fight (kind of like scout). Replaces both scout and settler and can be purchased for free without a -1 population.

Unique Unit: Buffalo Soldier: Replaces infantry. 2x the amount of strength and +1 movement.
Unique Infrastructure/Improvement (same thing): Film Studio: +2 culture, same as before.

And, again, as it's not the first time she's been brought up (or others in this time frame), people who died in the 21st Century are pretty much too recent to be considered, as a blanket rule.

Thanks! I was actually wanting a Strum und Drang-related bonus for Germany. Also, how am I going to get Frederick II, Holy Roman Emperor (we could have Frederick II the Great as a leader instead to fill in a possible "LGBTQ+ leader" category for Civ 7) in as a second leader?

Possible, but, like Richard I, Philippe II, William II Rufus, Elizabeth I, Yekaterina I, James Buchanan, William Lyon Mackenzie King, and a Chinese Emperor I'm forgetting the name of, among others, mostly speculation given certain elements of their lifestyle, but nothing truly confirmed (or likely confirmable). Best to avoid diving into that contentious hornet's nest with any sense of certainty.

I think you're confusing Phoenicia with Assyria. Phoenicia never had an empire, and the only thing Hiram I is known for, aside from expanding the influence of Tyre over Sidon, is growing rich off trade--e.g., the thing most Phoenicians are known for. He's a fine choice for Phoenicia, but trying to turn him into a conquest leader is bizarre (and would be bizarre for any Phoenician leader--which is why I want more Phoenicia and less Carthage).

Hadrian was definitely gay, so we could probably do him.

Also, I just looked into Phillip II Augustus and Richard I's relationship. It seems interesting (maybe they were best of friends, or it could have been love). If it was the 2nd:

Saladin could support Richard or dislike the act.

Frederick the Great would be my first choice for a German leader. He was a great leader outright, disregarding filling a quota that I don't really feel needs to be filled.
I think what they are doing with Dido as leader of both is trying to mix both worlds. Information on Numidian and other Pre-Islamic Berber leaders (up to and and including the Canary Islands) seems scant and largely by outside (often hostile) sources.

I'm okay-ish with Dido just because, while we have long lists of kings of Tyre and Sidon, most of them have very little information on their personality or who they were as people. Also, as you say, she ties in with Carthage for the people who want Carthage. Carthage actually has a rich list of interesting personalities who could lead it--but I prefer Phoenicia because Carthage always becomes the "rival of Rome" civ, ignoring its rich history of thalassocracy, exploration, and trade that Civ6 absolutely nailed. (I also think calling the civ "Phoenicia," regardless of where its capital is located, is simply more authentic. Per Augustine, the Carthaginians were still calling themselves "Canaanites" in the fifth century CE.)

Information on Numidian and other Pre-Islamic Berber leaders (up to and and including the Canary Islands) seems scant and largely by outside (often hostile) sources.
I think a Numidian civ led by Syphax, Masinissa, or Juba I would be doable, though obviously they'd have to speak a modern Berber language. A pre-Islamic Berber civ led by Dihya would also be doable. (A Guanche civ, on the other hand, seems hardly possible.) Of course the information we have on the Numidians comes chiefly from the Punico-Phoenicians (chiefly via the Greeks), Greeks, and Romans, but the same is true for, say, the Aztecs (and the sources on the Numidians are certainly less hostile than the Spanish chroniclers writing about the Aztecs). Otherwise, as far as Islamic North Africa goes, Morocco's a fine choice, as would be a Tuareg civ.

Leader Ability: Hadrian's Wall - Walls cannot be destroyed by barbarians (Hadrian would die for that in real life), and gain a +1 culture thing bonus if any wall is built on an island.
Leader Agenda: Protect The Border - Likes nations that destroy barbarian camps. Dislikes nations that ally with barbarians.

I'm not a particular fan of making the culturally bankrupt Romans even more of a culture civ; they're already far too competitive in the culture game in Civ6 thanks to Trajan's free Monuments. The Romans really ought to be all about infrastructure and conquest, because those are the things they did well.
 
Portugal; Manuel the First: All overseas traderoutes produce +1 culture/you gain +1 overseas trade routes. All cities discontiguous from your capital cities territory produce (%) extra cultural influence on their surroundings.

Basically an overseas trade/colony builder, but this one using cultural pressure rather than military or economic.
