If we get rid of the vikings in order to make room for various civs from the same general area, then I can use that same argument for saying get rid of the native american civilization for the various tribes that dominated NA. And wasn't the Aztec Empire technically made up of 3+ different nations? Hm..?
The civilization names they use in Civ 4 are simplified versions of various nationalities (or people) that are well known in history, even if they're well known inaccurately. The creators of the game didn't want to exclude certain nationalities from a region (northern Europe in the Viking's case) so they essentially clumped them up together under one flag.
Not only that, but the various northern Europe nations / peoples all included viking-like culture at times, so having multiple nations from that same area would result in extremely similar civilizations in-game. Its better for gameplay to just clump those similar nations together. Same exact thing they did for the Native Americans.
This is why we have mods, so players can make extremely historically accurate mods if they feel the need to.
(I still would like a Scottish Civilization myself, since they're distinct enough from the English ;P )
